QUTHING DISTRICT COUNCIL
TENDER FOR SECURITY SERVICES FOR QUTHING DISTRICT COUNCIL
TENDER NO: QDC/SEC/03/2025/2026
The Ministry of Local Government and Chieftainship (MoLGC) – Quthing District Council has received funds from the Government of Lesotho and intends to apply these funds for the provision of Armed Security Services at Quthing District Offices, former DRR stores, and Mphaki Rural Roads Project Site for a two-year performance-based renewable contract ending 31st March 2026.
REGISTRATION OF THE TENDER DOCUMENT
Tender documents are available at the Quthing District Council (Procurement Unit) for a non-refundable fee of M1,000.00 (One Thousand Maloti only) during working hours (09:30 – 15:00 hrs) starting from 20th October 2025 at the Urban Council Accounts Office.
Tender documents will be issued to potential bidders upon presentation of the official receipt from the Accounts Office to the Procurement Unit.
SPECIAL REQUIREMENTS
Bid Security
Submission of a 1% bid security (bank guaranteed cheque) of the total bid price is required.
MANDATORY REQUIREMENTS
Bidders who fail to submit any of the following will be disqualified:
- Relevant and valid Trader’s License
- Valid Tax Clearance Certificate
- 1% Bid Security of the total bid price
- Certificate of Incorporation (for private companies)
- Firearm Certificate
- Power of Attorney

- Technical Capability (60%)
- Financial Capability (40%)
TENDER ISSUANCE AND SUBMISSION
- Issue Date: 20th October 2025
- Closing Date: 24th November 2025
Original hard copy of the tender responses must be hand-delivered to:
Procurement Unit, Quthing District Council’s Tender Box,
District Administration Office, Upper Moyeni, Quthing (opposite Police Offices)
no later than 10:00 a.m. on 24th November 2025.
The envelope must contain financial and technical proposals, company information, and all required attachments. It must be clearly marked:
“PROVISION OF ARMED SECURITY SERVICES”
Tenders will be opened in the presence of bidders or their representatives at 10:30 a.m. on the 24th November 2025 at the DA’s Boardroom.
