INVITATION TO TENDER FOR MANAGEMENT OF EXISTING TS’OSANE SOLID WASTE DUMP SITE

Maseru City Council as a local authority is mandated to Manage Solid Waste within its jurisdiction. It implements in partnership with the private sector. Maseru City Council intends to engage a private company/contractor to manage the Existing Tšosane Solid Waste Dump Site.

The Maseru City Council invites proposals from locally (100%) registered and owned contractors/companies in waste management to provide the waste management services for the Existing Tšosane Solid Waste Dump site.

FURTHERMORE, THE ENTITY SHALL SUBMIT WITH THEIR RFP THE FOLLOWING DOCUMENTS AND FAILURE TO SUBMIT ANY OF THEM LEADS TO AUTOMATIC DISQUALIFICATION:
• Valid Tax Clearance Certificate certified at source.
• Valid trader’s license certified at source
• Proof of payment of MCC services (these fees are charged at a rate of M170 per month) from April 2020 To March 2021 certified at source
• Tender Guarantee of M 50, 000.00 in a form of Bank Guaranteed cheque
• Contractors/Companies with MCC present running projects/contracts shall not bid for this tender
Any Contractor/Company in Litigation or Arbitration with Maseru City Council is not permitted to bid until a resolution has been reached. Any contractor with underperformance and sub-standard deliverables issues on past MCC projects is not permitted to bid until a resolution has been reached.
A compulsory site visit will take place on the 6th April 2021 and will commence at 10hr00 (am). All bidders and the employer will meet at Tšosane Dump Site. A representative of the employer will brief the Tenderers on the day of the visit. The final Question and Answer will be held on site immediately after the inspection.
• The company/contractor will be selected under competitive tendering procedures and in a Quality/Cost Based Selection in accordance with the Lesotho Public Procurement Regulations 2007.
• Documents shall be available at Maseru City Council office number 305 (Procurement Office), MOON STAR BUILDING, Level 3 from 30th March 2021 from 09:00am to 16:00pm, at a non-refundable fee of M2000. 00
• Tenders shall be deposited on or before 27th April 2021 at 12 noon followed by the tender opening on the same day in the MCC boardroom, level 3 Moonstar Building.
