TERMS OF REFERENCE
CORPORATE ATTIRE FOR LADIES
The Land Administration Authority (LAA) is an Agency of the Government of Lesotho, under the Minister of Local Government and Chieftainship. The LAA was established as an autonomous government body by the Land Administration Authority Act No. 9 of 2010 to reduce land transaction costs as well as turnaround time for registration of the transactions.
More specifically, the LAA:
- Administers the lease-holding land system (leasehold title, grant of consents for transactions and keeps all land holding records).
- Administers the land deeds registration system.
- Administers cadastral surveys and all national spatial data.
- Provides dispute resolution services for land matters.
- Advises the Minister of Local Government and Chieftainship and the Government of Lesotho on land administration laws and policies.
Corporate Attire for Ladies
The LAA is seeking to engage a Service Provider on LAA Corporate Attire for ladies in an endeavour to enhance professionalism, brand image and workplace culture.
Scope of Work
The LAA Corporate Attire Service Provider will be responsible for the following:
- Ladies’ Blazers (various sizes)
- Ladies’ Winter Coats (various sizes)
- Ladies’ Knit Cardigan (long sleeve with ascending buttons)
- Ladies’ Formal Pants (various sizes)
- Ladies’ Skirts (various sizes)
- Ladies’ Shirts/Tops (various styles and sizes)
- Accessories (scarves & ties)
Objective
The primary objective of this engagement is to assist employees to present themselves in a credible and professional manner as well as set standards of behaviour and decorum deserving of the LAA brand. This will further reflect the LAA’s identity and values.
Deliverables
The LAA Corporate Attire Service Provider is expected to deliver the following:
- Quality Standards: All products must be made from high-quality, durable fabrics suitable for daily office wear.
- Sizes: A variety of sizes must be provided to ensure a good fit for all body types, ranging from smallest to largest size.
- Design: The attire should reflect a professional, modern corporate look. Custom designs may be considered, but they should adhere to our brand’s aesthetic and colour scheme.
- Delivery & Timeline: Bidders must provide a clear timeline for the delivery of the corporate attire, including any provisions for future reorders.
- Warranty & Return Policy: Products should come with a warranty period for quality assurance. A return policy for defective products is also expected.
Qualifications
The ideal LAA Corporate Attire Service Provider should have the following requirements:
- Certified (at source) copies of current tax clearance certificate and trader’s license.
- A comprehensive pricing schedule in Maloti/Rands for all proposed items.
- Evidence of previous experience in supplying corporate attire to similar organizations (minimum of ten (10) years’ experience).
- Three (3) reference letters showing experience in provision of high-quality, durable fabrics suitable for daily office wear with a professional, modern corporate look.
- Recent financial statements duly signed by an audit firm or practicing Chartered Accountant.
- Swatch Book.
- Corporate wear catalogue.
- Contact information and company registration details.
Evaluation Criteria
All proposal offers received shall be evaluated based on the following phased approach:
- Phase One: Compliance to the terms of reference and conditions of the proposal. Failure to meet any of the conditions of the proposal will automatically disqualify your proposal at this phase.
- Phase Two: Preference points on specific goals as follows:

Other criteria include evidence of previous experience in supplying corporate attire to similar organizations (minimum of ten (10) years’ experience) and potential to adhere to our brand’s aesthetic and colour scheme. Products should come with a warranty period for quality assurance. A return policy for defective products is also expected.
Price (VAT included): A total fixed financial proposal amount inclusive of VAT.
Submission of Quotations
The bid must be submitted in a sealed envelope, marked as confidential and for the attention of Tender for LAA Corporate Attire for Ladies.
Bids must be deposited in the Tender Box located at:
Land Administration Authority, Lerotholi Road, Maseru
It remains the onus of the service provider to ensure that their Tender Offer reaches the LAA office no later than the closing date and time.
