1. Project Overview
The Ministry of Local Government, Chieftainship, Home Affairs and Police invites tenders for the Construction of Mpilo-Maseru Central Roads Upgrade, funded by the Government of Lesotho.

2. Eligibility
- Open to local and international contractors with relevant experience in road construction.
- Local contractors must be categorized under Category A by the Roads Directorate.
- International contractors must meet Category A standards as set by the Roads Directorate.
3. Submission Requirements
- Tender Documents:
- Price: M5,000.00 per set (non-refundable)
- Payment: Cash only, payable to the Ministry of Local Government, Chieftainship, Home Affairs and Police
- Available from the Procurement Unit
- Tender Submission:
- Submit 1 original, 3 hard copies, and 1 soft copy (on a memory stick) in sealed plain envelopes marked:
“Tender for CONSTRUCTION OF MPILO-MASERU CENTRAL ROADS UPGRADE” - Deposit in the Tender Box, 5th Floor, MoLGCHAP, Moposo House
- Deadline: 18 September 2025 at 12:00 hrs
- Opening: 18 September 2025 at 14:30 hrs (in the presence of bidders’ representatives)
- Submit 1 original, 3 hard copies, and 1 soft copy (on a memory stick) in sealed plain envelopes marked:
4. Mandatory Requirements
Tenders must include:
- Tender Security of M150,000.00 (Bank Guarantee from a recognized bank)
- Valid Tax Clearance Certificate
- Roads Directorate Category Certificate
- Company Registration Documents
- Power of Attorney
5. Site Visit & Pre-Tender Conference
- Date: 28 August 2025 at 10:00 AM
- Cost: At the tenderer’s own expense
- A mandatory pre-tender conference will follow the site visit.
