INVITATION FOR BIDS
Tender for Cleaning Services for Road Fund Offices

1. Background and Requirements
The Road Fund Secretariat (RFS) is mandated to collect revenue and disburse funds for the maintenance of roads in Lesotho. RFS hereby invites locally registered cleaning companies to submit their most favourable bids for the provision of Cleaning Services for Road Fund Offices.
2. Tender Documents
Interested and eligible service providers may obtain a complete set of Tender Documents (in English) from the Road Fund Secretariat website:

3. Clarifications
Requests for clarification must be submitted in writing to:

Deadline for Clarifications: 18 May 2026
4. Submission and Opening of Bids
Bids must be delivered to the address provided under section 8 below on or before 3 June 2026 at 10:30 hours. Late bids will be rejected.
Bid opening will take place in the presence of bidders and/or their representatives who choose to attend, at the Road Fund Secretariat Boardroom on the same day:

- Time: 11:00 hours
Note: Telefax and email tenders will not be accepted.
5. Mandatory Documents
Bidders must submit the following valid documents, failure of which will result in disqualification:
- Tax Clearance Certificate
- Business Identity Card / Trader’s Licence
- Certificate of Bona Fide Bidding
6. Qualification Requirements
Qualification requirements for award include, but are not limited to:
- Proven business experience in similar assignments
- Evidence of similar contracts totalling not less than M100,000.00 undertaken within the past five (5) years
- Evidence of satisfactory service from three (3) referees (reference letters)
- Compliance with all other requirements stated in the Tender Documents
A margin of preference for local companies shall be applied during evaluation. Further details are contained in the Bidding Documents.
7. Mandatory Site Visit
A compulsory site visit will be held as follows:
- Date: 12 May 2026
- Time: 10:30 hours
- Venue: Road Fund Headquarters
