GOVERNMENT OF LESOTHO
TENDER NOTICE
Tenders are hereby invited from both local and international consultancy firms. Local firms must be registered with the Building Design Services of the Ministry of Public Works and Transport, while international firms must be duly registered with the relevant authorities in their respective countries. Interested firms are requested to submit separate technical and financial proposals for the feasibility study of the proposed Bureau of Statistics new offices in Maseru.
A consulting firm is invited to tender for the following services:
i. Geotechnical Investigation
ii. Land Survey (Cadastral and Topographical)
iii. Environmental and Social Impact Assessment (ESIA)
A preference margin shall be granted in accordance with the Lesotho Procurement Act 2023.
NB: All potential Consultants are advised to note that consulting companies to Lesotho Government are expected to be in compliance with their tax obligations. Consultants must attach valid copies of Tax Clearance and Trader’s License to their bids, certified at the Source.
TERMS OF REFERENCE
The terms of reference and related documents will be available for collection from Friday, 30th January 2026, between 9:00 to 15:00 hrs from Procurement Unit, Ministry of Public Works and Transport – Building Design Services (BDS) at a non-refundable cost of M5,000.00, payable at the Accounts office, BDS building.
MANDATORY SITE VISIT
The mandatory site visit will be conducted on Tuesday, 20th Feb 2026. All Bidders are expected to assemble in Maseru, outside the Bureau of Statistics premises at 10:00 a.m.
DATE AND TIME FOR SUBMISSIONS
The submission of 1 original and 4 additional copies of each proposal, in sealed envelopes separately marked Technical and Financial Proposals for the Feasibility Study of the Proposed Bureau of Statistics New Offices Project Maseru, and enclosed in one sealed envelope, must be deposited in the tender box placed at the Ministry of Public Works and Transport – 1st Floor, BDS building, outside Procurement Office, by Friday, 6th March 2026 on or before 12:00 hrs.
Tenders will be opened on the same day at 12:15 hrs in the presence of bidders or their representatives who choose to attend.
EVALUATION CRITERIA
The points to be given under each of the evaluation criteria are shown in the table below.
The minimum technical score required to have the financial proposal opened is 65 points.
