INTERNATIONAL COMPETITIVE TENDERING

Tender Title: Election Results Transmission and Publishing System
1. Introduction
The Independent Electoral Commission (IEC) has received funds from the Government of Lesotho to be used for the acquisition of an Election Results Transmission and Publishing System.
2. Invitation to Bidders
The IEC hereby invites sealed bids from eligible and qualified bidders for the provision of the above non-consultancy services.
Bidding will be conducted through open international competitive procedures as specified in the Public Procurement Act, 2023, and is open to all eligible bidders.
3. Bidding Documents and Information
Interested bidders may obtain further information from the address provided under Section 8(a) below, between 09:00 a.m. and 04:00 p.m.
The Bidding Documents may be purchased by interested bidders upon payment of a non-refundable fee of M2,000.00 at the address indicated under Section 8(b).
4. Submission of Bids
All completed bids must be sealed and delivered to the address in Section 8(c) on or before 4th December 2025 at 09:00 a.m.
Each bid must be accompanied by a Bid Security of M200,000.00, valid until 31st March 2026.
Late submissions will not be accepted.
Bids will be opened in the presence of bidders’ representatives who wish to attend at the address in 8(d) on 4th December 2025 at 09:30 a.m.

6. Preference Margin
A preference margin shall be applied in accordance with the Public Procurement Act, 2023.
7. Compulsory Presentation
All bidders are required to deliver a mandatory presentation (1 hour 30 minutes) of their proposed system on 5th December 2025.
The exact venue will be communicated to bidders by email on 4th December 2025.
