The Government of Lesotho has received credit from the International Development Association (IDA) of the World Bank to implement the Lesotho Integrated Transport, Trade and Logistics (LITTL) Project. Component 2: Regional Trade, Integration and Logistics Services is being implemented through the Project Management Unit (PMU) of the Competitiveness and Financial Inclusion (CAFI) Project. The Government intends to apply part of the proceeds to procure consulting services.
One of the required consulting assignments is the Design and Construction Supervision for the Upgrade of the Qacha’s Nek Border Post Infrastructure.
Objective of the Assignment
The objective of the assignment is to:
- Design and prepare architectural, structural, and services drawings for the border post to reduce the cost and time for cross-border trade, taking into consideration:
- Climate resilience
- Gender inclusivity
- Accessibility for persons with disabilities
- Logical flow of services being rendered by the respective border agencies
- Provide construction bidding/tendering support and supervision of the construction works by the selected construction contractor.
The assignment will be implemented in four (4) stages:
- Stage 1: Conceptual Design
- Stage 2: Building(s) Detailed Design
- Stage 3: Design Finalization and Pre-Construction Contract Services
- Stage 4: Construction Supervision Services
Invitation to Consulting Firms
The Ministry of Trade, Industry and Business Development, through the CAFI Project PMU, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, including:
- Brochures (including the name of the country in which the firm is registered)
- Experience of projects related to the assignment, including brief descriptions of recent relevant assignments showing:
- Location
- Client
- Project cost
- Staff involved
Shortlisting Criteria
The short-listing criteria are:
a) Quality of submission
b) Core business and years in business
c) Experience of the firm on similar assignments (relevant experience)
d) Technical and managerial capability of the firm
e) Firm’s experience working in developing countries, especially in the SADC region
f) For international firms, potential association with local consulting firms

Procurement and Conflict of Interest
The attention of interested consultancy firms is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (February 2025), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected.
The Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
