TENDER NOTICE
CONSTRUCTION OF ARTIFICIAL ROAD LIGHTING
1. Project Background
The Roads Directorate (RD) has received financing from the Road Fund and intends to apply part of the proceeds towards payments under contracts for the Rehabilitation and Installation of Street Lighting along A1 and A12 Artificial Roads in Leribe District.

3. Invitation to Tender
The Roads Directorate (RD) invites sealed bids for the Rehabilitation of A1 and A12 Street Lighting Projects in the Leribe District, as specified above.
4. Eligibility
Tenderers who currently have ongoing contracts with the Roads Directorate and whose physical progress of works is less than 80% are not eligible to tender.
5. Tender Submission Requirements
Sealed tenders comprising One (1) Original, Two (2) Copies, and One (1) Soft Copy (USB/Memory Stick) must be submitted clearly labelled as instructed in the Tender Documents.
Eligible bidders must be registered with the Lesotho Electricity Company (LEC) as Category A contractors and must demonstrate capacity and experience in the construction and maintenance of similar works, attaching proof thereof.
Tender documents may be inspected during office hours (08:00 – 16:30 hrs) at the address provided below.
6. Purchase of Tender Documents
Tender documents in English may be purchased starting Wednesday, 29th October 2025, upon payment of a non-refundable fee of M5,000.00 (Five Thousand Maloti) per project.
Bidders may purchase as many tender documents as they wish, but no contractor will be awarded more than one contract.

Proof of payment must be presented to the Roads Directorate Finance Division (Room G03). POS/swiping facilities will be available.
7. Submission of Bids
Bids must be hand-delivered and deposited in the Tender Box located at the Ground Floor Procurement Office (Room G11) at the Roads Directorate Headquarters.
All bidders must submit one original and two copies plus a soft copy in a memory stick.

Late submissions will be rejected, and electronic submissions will not be permitted. Bids will be opened publicly in the presence of bidders or their representatives.
8. Bid Security
Each bid must be accompanied by a Bid Security of M5,000.00 (Five Thousand Maloti) in the form of a Bank Guaranteed Cheque made payable to Roads Directorate.
9. Mandatory Attachments
Each bid must include certified copies of the following:
- Valid Tax Clearance Certificate
- Valid Trader’s License
All bids must include VAT, and tenderers must ensure compliance with Lesotho Government tax obligations.
10. Site Visits and Pre-Tender Conference
Compulsory site visits will be held at the bidders’ own cost on 06th November 2025 (as per table above).
Failure to attend the site visit will result in automatic disqualification.
A mandatory Pre-Tender Conference will also be held on-site on the same dates as the visits.
11. Reservation of Rights
The Roads Directorate reserves the right to accept or reject any or all tenders and is not bound to accept the lowest or any bid.
