Cleaning Services for New Senate Buildings
(Cleaning of main entrances, stairs, passages, and toilets)
1. Background
The Government of Lesotho – Senate Office intends to utilise its 2026/2027 recurrent budget towards the procurement of cleaning services, as detailed in the attached schedule of requirements.
The Clerk to the Senate therefore invites sealed bids from eligible bidders for the provision of cleaning services.
2. Scope of Services
Provision of cleaning services for:
- New Senate buildings
- Main entrances
- Stairs
- Passages
- Toilets
3. Contract Duration
- Ten (10) months contract
- Renewable upon satisfactory service provision
4. Compulsory Site Visit
- Date: 21 April 2026
- Time: 10:00 AM
Bidders must assemble at the New Senate Building at 10:00 AM.
A site walk will be conducted, followed by a questions and answers session.

5. Evaluation Criteria
After qualification, eligible bidders will be evaluated on technical and administrative compliance based on the following selection criteria (checklist):
- Company experience profile
- Minimum of two (2) years in business
- Three (3) reference letters from clients where similar services were provided
- Three (3) consecutive years of audited financial statements by independent firms
- Bank statement showing a minimum balance of M70,000.00
- Bid security: M20,000.00
- Valid trader’s licence
- Valid tax clearance certificate
- Business banking details
- Certificate of bona fide bidding
- Five (5) copies of bidding documents (1 original + 4 copies)
- Bid total cost with monthly cost breakdown

Tender documents may be obtained from the Senate Procurement Unit at no cost, in soft copy format only.
7. Submission of Bids
Bids must be delivered on or before Friday, 15 May 2026 at 12:00 hours.
- Late bids will not be accepted.
- Bids must be properly sealed, signed, and endorsed as required.
- Submission must include one (1) original and four (4) copies.

8. Mandatory Documents
Bidders must submit the following certified copies, failing which the bid may be invalidated:
- Bid security of M20,000.00
- Certificate of bona fide bidding
- Valid tax clearance certificate
- Relevant trader’s licence

Bids will be opened in the presence of bidders’ representatives who choose to attend:
