TENDER NOTICE
PROCUREMENT OF ACTUARIAL SERVICES FOR THE ESTABLISHMENT OF THE THIRD‑PARTY MOTOR VEHICLE ACCIDENT COMPENSATION FUND
BACKGROUND
The Government of Lesotho, through the Ministry of Finance and Development Planning, is transitioning from an insurance‑based model to a fund‑based model for third‑party motor vehicle accident compensation.
This transition requires the development of a legal instrument, establishment of a compensation fund structure, and formulation of regulations governing compensation levels, motor vehicle accident levy rates, and overall fund management.
To ensure the financial sustainability and integrity of the proposed fund, the Ministry requires expert actuarial services to assess the risk profile, determine appropriate compensation levels, and advise on sustainable contribution rates.

ELIGIBILITY
Respondents must possess the necessary technical expertise and experience to undertake the proposed scope of work.
PROPOSAL SUBMISSION REQUIREMENTS
Proposals must comply with the following requirements:
- Proposals must be typed with clear headings and page numbers.
- Proposals must be written in English.
- Proposals must clearly demonstrate experience in performing similar assignments and provide details of relevant qualifications.
DEADLINE FOR SUBMISSION
Proposals must be submitted not later than 24 February 2026.
Late submissions will not be accepted.

INSTRUCTIONS FOR SUBMISSION
The Consultant shall submit:
- One (1) original proposal, and
- Four (4) copies
All proposals must be sealed in envelopes clearly marked:
“Actuarial Services for the Establishment of the Third‑Party Motor Vehicle Accident Compensation Fund”
The four (4) copies and the original must be placed in one large sealed envelope or container, clearly marked as above, and delivered to:

Submissions must be made not later than 24 February 2026 at or before 12:00 hours.
TENDER OPENING
Proposals will be opened in the presence of bidders or their representatives who choose to attend on: 24 February 2026 at 14:30 hours

IMPORTANT NOTICES
- All costs associated with the preparation and submission of proposals shall be borne by the Consultant.
- This tender will be awarded by the Ministry of Finance and Development Planning Procurement Committee.
- Award of the tender is subject to the signing of an agreed contract.
- The Ministry reserves the right to cancel the tender before submission or opening, postpone submission or opening dates, or accept or reject any or all tenders without assigning reasons.
- The Ministry is not bound to accept the lowest or any bid.
