TECHNICAL TRAINING OFFICER-REGISTRATION & ACCREDITATION, POST GRADE G (M177 192-210 792 P/A) TECHNICAL AND VOCATIONAL TRAINING (TVET)
Job Summary
Under the supervision of the Manager Quality Assurance, the incumbent shall participate in the development of activities of accreditation framework, capacitate TVET staff on accreditation and registration process, coordinate establishment of student assessment and accreditation system, coordinate establishment of instructors accreditation system, develop linkages with TVET partners, develop and maintain multi-year implementation plan, monitor and evaluate accreditation and registration activities to maintain the TVET standards.
Main Duties:
- Participates in development of TVET accreditation framework
(a) To work with programme team to develop the accreditation guidelines for the TVET system.
(b) To disseminate policies that support and promote quality of TVET
programmes.
(c) To develop processes for continuous improvement in the
implementation of the Accreditation guidelines.
- Builds institutional capacity of TVET staff to improve accreditation and registration process in the TVET system
(a) To prepare plans and policies related to accreditation guidelines for
approval to TVET board.
(b) To guide and steer programmes under implementation.
(c) To advocate for the expansion of quality accreditation guidelines on
a national scale.
(d) To oversee instructors and mentors accreditation and student
assessment system.
(e) To analyze existing policies, plans, assets, institutional structure, and capabilities of the TVET system and recommend areas for improvement.
(f) To prepare institutional capacity building work plan on annual basis and ensure implementation of the plan.
- Coordinates establishment of suitable student accreditation system in order to improve quality in the TVET programmes
(a) To analyze common models of student accreditation.
(b) To analyze currently existing assessment system in TVET in Lesotho.
(c) To establish accreditation working group of TVET stakeholders.
(d) To develop action plan of establishing accreditation system.
(e) To test the accreditation system and establish a standard system for student certification for TVET system.
- Coordinates establishment of instructors accreditation system in order to improve TVET programmes
(a) To analyze current policy and practices in the country.
(b) To analyze common models of Instructors accreditation.
(c) To establish accreditation working group of TVET stakeholders.
(d) To develop action plan of establishing accreditation system.
(e) To test the accreditation system and establish a standard system of instructors.
- Develops and maintains linkages with TVET partners to improve advocacy of the TVET skills training programmes
(a) To assist the TVET staff to identify and enlist potential partners for collaboration.
(b) To assist the TVET system to identify funding agencies and NGOs to actively and participate in support and implementation of the National TVET Plan
(c) To analyze existing and potential linkages and partnership within and outside the Lesotho government structures related to TVET planning, policies, and delivery.
(d) To maintain partnership with National Skills Development Programme (NSDP) on the implementation of TVET and productive skills training.
- Develops a multi-year implementation plan for effective running of TVET programmes
(a) To prepare a multi-year implementation plan of National Accreditation Programme thorough active engagement of TVET system.
(b) To assist partners in implementing TVET programmes and efforts of their own.
(c) To develop smooth transition pathways for TVET programme graduates to enroll and access further education or other vocational training programmes.
- Monitors and evaluates accreditation activities to improve TVET quality standards
(a) To monitor and evaluate various accreditation programmes.
(b) To assist monitoring team in design and develop monitoring and reporting system that reflects capacity building indicators.
(c) To ensure that accreditation systems are fully operational, and actively used by all staff.
(d) To ensure that the training standards comply with guiding norms and regulations.
(e) To ensure that research is conducted on effectiveness of accreditation and registration activities.
Required Competencies and Qualifications
o The ability to think creatively, work in a team, and perform under strict deadliness and challenging circumstances is crucial.
o Good coordination skills, with ability to handle multiple activities concurrently, work under pressure, and to tight deadlines.
o Knowledge in economic promotion, skills development training is desirable.
o Excellent communication skills, with fluency in written and spoken English.
o Good level of computer literacy.
o Approaches with consistent energy and a positive, constructive attitude.
o Ability to participate effectively with complex teams of various expertise
Job Specification:
Master’s degree in Technical & Vocational field from a recognized University or Polytechnic with One (1) year work experience in industry
OR
Degree in Technical & Vocational field from a recognized University or Polytechnic with Three (3) years post qualification experience in teaching technical subjects/ programs
