The bi-national Lesotho Highlands Water Project (LHWP), of the Kingdom of Lesotho (KOL) and the Republic of South Africa (RSA) is aimed at harnessing the water resources of the highlands of Lesotho for the mutual advantage of Lesotho and the Republic of South Africa.

The LHDA Board is currently looking for suitably qualified individuals to serve in the below mentioned Sub-Committees, for an initial period of three years to assist the LHDA Board in overseeing the governance of the LHDA.

Membership may be extended for a further term.

Vacancy: TECHNICAL SUB-COMMITTEE MEMBERS (3 YEAR CONTRACT PERIOD

Purpose:

To advise the LHDA Board and Phase II Division on appropriate strategies and decisions to ensure optimal performance in meeting LHDA’s Treaty and Phase II Agreement obligations of the Project relating to the delivery of water, generation of hydro-power and discharge of social and environmental responsibilities in an efficient, sustainable and cost-effective manner.

Qualifications:

A relevant postgraduate management qualification in Engineering, Project Management, Environmental Management, Earth Sciences, Social Sciences or Finance, Contract Management.   

Experience:   At least Fifteen (15) years’ experience working in a management capacity in a large multi-disciplinary project environment.   

Essential Requirements for the Post:   

Ability to think strategically and to guide technical and management decision making.

Knowledge of planning, design and implementation requirements of a large project.

Should have relevant knowledge to lead and/or guide the project management and evaluate decisions in a multi-disciplinary operations environment. Previous committee membership in a similar organization will be an added advantage

The applicant should be committed to serve for the contract period and have sufficient time available to thoroughly prepare for meetings as well as attend scheduled meetings, and will also be required to devote at least 5 hours per month for LHDA activities, excluding travel time.

Upon engagement, the preferred candidates shall sign a performance agreement for the Sub-Committee to the Board and a code of conduct.    

Major Tasks & Performance Requirements: 

To deliberate and make recommendations on the developed framework, policies and guidelines for effective management of Phase II of the Lesotho Highlands Water Project;

To review the established policies and performance in respect of Phase II components of the project and the project outcomes;

To monitor progress in implementation of Phase II, against set key performance indicators and reporting to the Board progress achieved in this regard;

To ensure that LHDA has incorporated phase II parameters in its long term strategic and cost plans and to monitor variances with plans and report on performance against plans;

To ensure that Phase II issues are adequately catered for in the budgeting processes and monitor variances. This includes reviewing resources and implementation processes;

To ensure that Phase II requirements are incorporated into the LHDA planning and operational strategies;

To monitor the external environment and propose necessary responses to changes in legislation as well as changes in political, economic and technological environments;

To undertake ad hoc assignments as required by the Board and the LHWC and attending to any other matters of interest within the context of the Phase II Agreement, the Treaty and the Law;

To identify all relevant best international practices and propose measures to ensure effective compliance;

To supplement, support, advice and provide guidance on the effectiveness of LHDA management’s efforts in respect of implementation of Phase II. To build capacity and ensure smooth handover of the works to the LHDA Operations and Maintenance Division.

To develop and monitor adherence to the annual work plan for Phase II activities.  

Remuneration:  

Remuneration of members of the Sub-Committee will be market related and shall cover preparation and attendance of Sub-Committee meetings, Sub-Committee work and ad hoc work such as special delegated tasks or investigations.  Members of the Sub-Committee will be fully reimbursed for authorized expenditure incurred in the performance of their duties. Typical expenses include travel, accommodation, secretarial and courier services.
