LESOTHO HIGHLANDS DEVELOPMENT AUTHORITY (LHDA)

The bi‑national Lesotho Highlands Water Project (LHWP) of the Kingdom of Lesotho (KOL) and the Republic of South Africa (RSA) is aimed at harnessing the water resources of the highlands of Lesotho for the mutual benefit of both countries.

The LHDA Board invites suitably qualified individuals to serve on the Technical Sub‑Committee for a period of three (3) years. The Sub‑Committee oversees Phase II project implementation activities and consists of multi‑disciplinary experts in:

  • Civil, Mechanical, and Electrical Engineering
  • Environmental and Social disciplines
  • Contract Law
  • Dams, Hydropower, and Tunnels
  • Finance and Project Management

Membership may be extended for a further term.


TECHNICAL SUB‑COMMITTEE MEMBER

Purpose

To advise the LHDA Board and the Phase II Division on appropriate strategies and decisions to ensure optimal performance in meeting LHDA’s Treaty and Phase II Agreement obligations relating to:

  • Water delivery
  • Hydropower generation
  • Social and environmental responsibilities

This is to be achieved in an efficient, sustainable, and cost‑effective manner.


QUALIFICATIONS AND EXPERIENCE


1. Dam or Tunnel Specialist

Qualification

  • Bachelor’s degree in Civil Engineering, Geotechnical Engineering, Water Resources, or a related discipline

Experience

  • At least fifteen (15) years’ experience working in a specialist capacity on large multi‑disciplinary infrastructure projects, with expertise in dams or tunnels

Essential Requirements

  • Ability to think strategically and guide technical and management decision‑making
  • In‑depth knowledge of dam or tunnel design and/or construction (Geotechnical Engineering is an added advantage)
  • Strong understanding of regulations and guidelines governing dam or tunnel construction and management
  • Knowledge of planning, design, and implementation requirements for large infrastructure projects
  • Capacity to guide project management in a multi‑disciplinary operational environment
  • Previous board or committee membership in a similar organisation will be an added advantage
  • Commitment to serve for the full contract period, with availability to:
    • Prepare thoroughly for meetings
    • Attend scheduled meetings
    • Devote at least five (5) hours per month to LHDA activities (excluding travel time)
  • Experience working on similar projects in Lesotho or the region will be an added advantage

2. Contracts / Construction Law Specialist

Qualification

  • Bachelor’s degree in Law (LLB)
  • LLM and admission as Attorney or Advocate will be an added advantage

Experience

  • At least fifteen (15) years’ experience working at executive level in a large multi‑disciplinary project environment

Essential Requirements

  • Strategic thinking and ability to guide technical and management decision‑making
  • In‑depth knowledge of FIDIC contracts
  • Experience in contract drafting, negotiation, and administration
  • Experience in arbitration and adjudication
  • Relevant knowledge to lead and guide project management in complex operational environments
  • Previous board committee membership in a similar organisation will be an added advantage
  • Commitment to serve for the contract period and devote at least five (5) hours per month to LHDA activities (excluding travel time)
  • Upon engagement, the successful candidate will be required to sign:
    • A performance agreement
    • A code of conduct
  • Regional or Lesotho project experience is an added advantage

3. Hydropower Specialist

Qualification

  • Bachelor’s degree in Engineering, preferably Mechanical, Electrical, Hydropower, or a related discipline
  • Experience in renewable energy will be an added advantage

Experience

  • At least fifteen (15) years’ experience in a management capacity on large multi‑disciplinary projects, with expertise in:
    • Hydropower design and construction or
    • Operations and maintenance

Essential Requirements

  • Strategic thinking and technical leadership capability
  • Proven track record in hydropower project development (concept to close‑out), construction, or operations management
  • Expert knowledge of hydropower technologies, including:
    • Turbines
    • Generators
    • Dam infrastructure
  • Knowledge of planning, design, and implementation requirements of large projects
  • Ability to guide project management in multi‑disciplinary operations
  • Previous board committee membership will be an added advantage
  • Commitment to serve for the contract period and devote at least five (5) hours per month to LHDA activities (excluding travel time)

MAJOR TASKS AND PERFORMANCE REQUIREMENTS

Sub‑Committee Members shall:

  • Report to the LHDA Board through the Sub‑Committee Chairperson
  • Provide advice on all aspects of Phase II LHWP implementation
  • Attend periodic Sub‑Committee meetings as scheduled
  • Add value to Sub‑Committee deliberations, the Board, and LHDA
  • Undertake ad hoc assignments as required
  • Attend to matters related to the Phase II Agreement, Treaty, and applicable laws

Upon engagement, successful candidates shall sign a performance agreement and code of conduct.


REMUNERATION

Remuneration will be market‑related, covering:

  • Preparation for and attendance at Sub‑Committee meetings
  • Sub‑Committee work and ad hoc delegated assignments

Members will be fully reimbursed for authorised expenses incurred in the execution of their duties, including:

  • Travel
  • Accommodation
  • Telephone
  • Secretarial and courier services
