Job Description

Technical Leadership, Program Implementation and Mentorship 
•    Provides strategic leadership and oversight for technical operations at all sites for the implementation of scalable, high quality community and facility-based services across the care and treatment cascade for PLHIV.
•    Provides technical oversight and Strategic leadership of m2m Programs team
•    Provide technical leadership for  health facility staff to ensure comprehensive provision of quality eMTCT services
•    Leads design and implementation of clinical programme and supports non-clinical activities for m2m Lesotho, to enhance provision of quality comprehensive eMTCT services.
•    Develop a detailed implementation and activity program plan, including program targets
•    Ensures program activities are evidence-based and reflect state-of-the-art knowledge and best practices for provision of HIV and AIDS, care, and treatment services.
•    Supervise and coordinate activities of technical staff in the Maseru office and serve as a technical advisor to field level staff
•    Identify areas where additional technical support may be required and coordinate the provision of short-term and long –term technical assistance to the Ministry of health and the district as well as health facility teams.
•    Leads collaboration  with   Ministry of Health and other clinical partners  to ensure optimal service provision to clients
•    Provide strategic leadership and collaborate with  to the Senior Program Manager in identifying program training needs and provide appropriate recommendations
•    Represent the Project at district, regional and national meetings and participate in national technical working groups.
•    Liaise regularly with m2m senior technical staff based in Head Office for technical support and guidance.
Quality Improvement 
•    Leads the implementation of a QI strategy to achieve the 95-95-95 targets at service delivery levels, both at facility and community level.
•    Lead the Design/adaptation of QI training material, tools and job-aids.
•    Provide strategic leadership to the m2m Lesotho technical team.
•    Oversees and assesses the implementation of the QI activities within the project and adjust the strategies based on results and lessons learned
•    Documents results and lessons learned
Monitoring and Evaluation/Strategic Information 
•    Collaborate with the monitoring and evaluation team to ensure that data informs program implementation
•    Ensure target achievement through routine data monitoring and course-correction, as identified through quality improvement initiatives.
•    Document program activities and results and contribute to technical deliverables generated by the RISE project as required by the donor and the Ministry of Health
•    Follow up with direct reports to ensure all relevant data is entered in all m2m, MOH and Donor reporting platforms in a timely manner, and support troubleshooting difficulties in doing so.
•    Lead knowledge management of latest developments, publications, research studies and other information generation activities being undertaken both in Africa and globally on eMTCT and related issues
•    Lead HO analysis and evaluation of PMTCT data and state of the art innovations and programming and overall research agenda in close collaboration with E/OR
•    Prepare Bi-weekly, monthly, quarterly, semi-annual and annual narrative progress reports to inform m2m donor reporting requirements
Financial Management

•    Ensuring that spending is in line with program time elapsed.
•    Work closely with the Operations and Finance Manager on proposal budget development, grant spending and potential funding issues (gaps).

 Business Development and Grants Management
•    In collaboration with the Country Director oversee prospecting of new proposals
•    Take lead in providing technical content to the development of HIV care and treatment ,eMTCT and other health related proposals and strategies as may be needed.
•    Actively participates in drafting and developing grant proposals.
•    Ensure new (and existing) programs have a logic model / theory of change;

Job Requirements

Qualifications and Experience: 
•    Medical Doctor
•    Masters degree in a relevant field such as Public Health (with a focus on Sexual and Reproductive Health and HIV/AIDS) or Social Sciences will be an added advantage.
•    5 years’ experience in HIV/TB clinical care and public health and HIV/AIDS programming

Competencies:
•    Demonstrated experience in program design, strategic planning and program management and implementation.
•    Demonstrated experience in technical oversight and implementation of quality assurance, quality improvement (QAQI) activities
•    Extensive knowledge on HTS, eMTCT, TB/HIV collaborative activities, HIV Care and Treatment services and quality of care assessment specifically focusing on Maternal and Child health.
•    Experience in providing clinical mentorship level,  off-site and on-site training and mentoring
•    Sound understanding of programmatic technical areas, including eMTCT, peer mentorship for health, and HIV care and treatment for adults, PBFW, children, and infants
•    Prior experience in building capacity in improving health and use of participatory methodologies for planning and implementing local-level activities.
•    Experience and knowledge in working with HIV care and treatment health programs in Lesotho
•    Experience working in collaboration with the Ministry of Health in Lesotho and also support for Health system strengthening both at national and district level and also supporting health facilities. Ability to provide a direct service delivery (clients consultation and management) on HIV/TB cases
•    Excellent organisational skills and ability to manage multiple concurrent tasks and deadlines.
•    Ability to work in large, small, and cross-functional teams in a participatory and consensus-oriented environment, as well as on a peer-to-peer basis.
•    Ability to work independently as well as collaboratively with a diverse group of stakeholders in a dynamic, complex and rapidly changing environment.
•    Ability to organize, analyze, interpret, and utilize epidemiological studies, program performance information, and other available quantitative and qualitative programmatic data.
•    Ability to write detailed technical reports, policy briefs and other documents of substantial length and complexity with minimal errors
•    Excellent knowledge in successful abstract writing, case studies and use data for decision making and creating success stories
