Applications are invited from suitably qualified candidates for the following position tenable in the Ministry of Health.


POSITION: Technical Officer (Plumbing)

Grade: E
Number of Positions: Three (3)
Responsible To: Principal Technical Officer


Job Summary

The Technical Officer (Plumbing) is responsible for carrying out maintenance and repair work on plumbing systems, sanitation infrastructure, sheet metal, flashings, fire sprinklers, gutters, downpipes, geysers, and other related piping systems. The incumbent ensures efficient water flow, prevents leakages, and maintains proper sanitation in Ministry of Health facilities.


Main Duties

  1. Carry out plumbing repair and maintenance work
    • Perform repairs and maintenance on plumbing systems, sanitation structures, and metal fittings.
    • Assess complaints and determine the necessary maintenance or repair actions.
    • Collect and prepare materials required for plumbing maintenance and repairs.
    • Paint repaired works and fixtures to restore their condition.
  2. Prepare monthly reports
    • Collect and compile data on jobs performed.
    • Prepare monthly maintenance and repair reports for review.
  3. Supervise plumbing jobs and staff
    • Supervise staff on-site during plumbing projects.
    • Monitor the progress and quality of plumbing work being done.
    • Inspect and certify completed jobs to ensure compliance with standards.
  4. Staff supervision and performance management
    • Support staff in developing work plans and monitoring progress.
    • Evaluate and appraise staff performance.
    • Handle disciplinary and grievance cases fairly and in accordance with policies.
    • Resolve staff grievances to maintain a positive work environment.

Job Specification

Minimum Qualification and Experience:

  • Certificate in Plumbing and Sheet Metal Work, plus three (3) years of relevant working experience.

  • Ability to read and interpret technical drawings, plans, and material specifications.
  • Computer literacy.
  • Teamwork and collaboration skills.
  • Ability to communicate effectively in writing and orally.
  • Preparedness to work beyond normal working hours when necessary.
  • Ability to work independently with minimal supervision.

Responsibility

  • For the work of others: Minimal — ensures junior maintenance staff follow proper plumbing and safety procedures.
  • For property: Responsible for safe keeping of tools and materials used during maintenance.
  • For effect of errors: Errors in repair or installation may result in water leaks, property damage, or delayed maintenance.
  • For the safety of others: Responsible for proper handling of tools and equipment to avoid injury to self and other staff.

Complexity

  • Decision Making: Screens complaints and determines which require immediate attention.
  • Problem Solving: Identifies and resolves plumbing and maintenance issues efficiently.
  • Supervision Received: Expected to work independently and report progress to the Principal Technical Officer.
  • Dexterity: Requires manual precision when handling tools and fittings.

Contacts

  • Regular contact with the Principal Technical Officer regarding plumbing issues and job assignments.
  • Interaction with tenants, administration officers, maintenance staff, and government ministry representatives during inspection and repair of facilities.

Effort

  • Mental Effort: Requires concentration and accuracy during installations and repairs.
  • Physical Effort: Involves manual work such as climbing, hammering, digging, lifting, cutting, and rebuilding collapsed manholes or walls.
  • Emotional Effort: Minimal, though occasional pressure may arise during emergency repairs.

Working Conditions

  • Unfavorable Conditions: Risk of contracting water-borne diseases during sanitation work or manhole maintenance.
  • Hazards:
    • Risk of falls when rebuilding walls or working at height.
    • Risk of injuries when operating power tools.
    • Exposure to chemicals that may be hazardous to health.
