Applications are invited from suitably qualified candidates for the following position tenable in the Ministry of Health.


POSITION: Technical Officer (Electrical)

Grade: E
Number of Positions: One (1)
Responsible To: Principal Technical Officer


Job Summary

The Technical Officer (Electrical) is responsible for carrying out electrical repair and maintenance work on fittings, motors, appliances, and other electrical equipment, excluding biomedical equipment.


Main Duties

  1. Carry out repair and maintenance work on electrical equipment, fittings, motors, and appliances (excluding biomedical equipment).
    • Assess complaints related to maintenance work.
    • Prepare and collect materials required for maintenance and repairs.
    • Prepare monthly reports on work done.
  2. Collect and compile data on completed jobs and maintain accurate records of all work performed.
  3. Supervise jobs and staff on site to ensure quality and timely completion of assigned work.
  4. Monitor and inspect completed jobs, ensuring that they meet required standards before certification.
  5. Appraise staff performance, monitor progress, and evaluate performance against set targets.
    • Support staff in developing work plans.
    • Handle disciplinary and grievance cases, ensuring fairness and accountability.
    • Resolve grievances and maintain a harmonious working environment.

Job Specification

Minimum Qualification and Experience:

  • Certificate in Electrical Installation plus three (3) years of relevant working experience.

Core Competencies:

  • Ability to read technical drawings, plans, and material specifications.
  • Computer literacy.
  • Ability to work effectively as part of a team.
  • Must be safety conscious and adhere to workplace safety regulations.
  • Prepared to work beyond normal working hours when necessary.
  • Ability to work independently with minimal supervision.

Responsibility

  • For the work of others: Minimal — ensures team members perform assigned maintenance tasks effectively.
  • For property: Minimal — responsible for tools and materials under use.
  • For effect of errors: Moderate — errors may cause delays, safety risks, or increased maintenance costs.
  • For the safety of others: Applicable during on-site work to prevent electrical hazards.

Complexity

  • Decision Making: Responsible for screening complaints and determining which require immediate attention.
  • Problem Solving: Expected to handle technical challenges and repair-related issues independently.
  • Supervision Received: Reports to the Principal Technical Officer but is expected to work independently and take timely action on complaints.
  • Dexterity: Minimal — requires precision handling of electrical tools and components.

Contacts

  • Regular contact with the Principal Technical Officer regarding maintenance issues.
  • Interaction with tenants, administration staff, and technical officers within the Ministry and other line ministries for coordination and reporting.

Effort

  • Mental Effort: Requires high concentration and accuracy during repair and diagnostic tasks.
  • Physical Effort: Minimal — involves moderate manual work during installations and maintenance.
  • Emotional Effort: Minimal — occasional stress from urgent maintenance calls.

Working Conditions

  • Unfavorable Conditions: Minimal — occasional exposure to dust, noise, or confined spaces during electrical work.
  • Hazards: Involves handling electrical components and, occasionally, hazardous materials that may pose minor health risks.
