Job Title: Technical Manager
Position Reports to: Chief Executive
Term: 3 years Contract
Job Purpose:
The Technical Manager would be responsible for assisting LIA members to support the adoption and implementation of International Financial Reporting Standards, International Financial Reporting Standards for SMEs, International Standards on Auditing, and International Ethics Standards Board for Accountants (IESBA) Code of Ethics for Professional Accountants, and International Public Sector Accounting Standards. This position would also support the committees and forums as established by Council.
Competencies. Demonstrated capabilities on:
- A strong competence in accounting standards, code of ethics for accountants, auditing standards and Lesotho Taxation, Company Law and PFMA Act.
- Creating and implementing effective advocacy strategies
- Developing and managing of results-based programs
- Building strategic partnerships to achieve organizational goals
- Innovation and promoting new approaches
- Organizations skills
Key Outputs
- Technical newsletters x 4 a year
- Thought leadership report x 2 a year
- Complete circulation of all practitioners in 2 years for quality assurance
- Revision of practice tools (e.g. Standard engagement letter annually) – at least 2 reviews a year
- At least one CPD event a month (virtual or physical)
- Commentary of annual government budget each year
- Commentary on all business related bills presented to parliament every year
- Commentary on all business related laws passed in during the year
- Review and commentary of at least 1 piece of legislation which is already in place
- Analysis of performance of at least 2 industries each year, producing a special report.
- Participating in all Public sector reform projects for accountancy, business laws and financial management and ensuring that Lesotho reaches adoption of full accrual IPSASs within next 5 years
- Commentary on report of Auditor General every issue
- Produce at least one best practice guide a year e.g. on standards implementation, governance implementation, adoption of 4th Industrial revolution technologies etc.
Required Skills and Experience
Education: Master’s in Accountancy or CA(L) membership, a combination would be an added advantage
Experience: Minimum of five years’ experience in a relevant field. Minimum 3 years in Practice or Academia or 5 years in Employment at CFO or equivalent position
Language Requirements: Fluent written and spoken English and/or French. Fluent in English and Sesotho
