Overview:

Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) in Lesotho.

BCMCFL is looking for highly qualified local candidates to fill in the following position available under Karabo ea Bophelo Project on a full-time, Fixed-Term Contract.

Duties and Responsibilities

Position Overview

The Technical Lead, Prevention Services will be responsible for the leadership, management, and implementation of all prevention activities of the project. S/he will support the team to ensure that set milestones and deliverables are met. S/he will also be responsible for compliance with all donor prevention data reporting requirements and will be responsible for timely completion and submission of all programmatic reports. The position will work closely with Government ministries, technical experts, partners, national and district level teams to enhance the design, coordination, and implementation of comprehensive DREAMS EBIs & ELA, Education, Economic Strengthening, VAC-GBV prevention and response strategies.

Key Performance Areas:

  • Provide technical oversight of HIV prevention components of the project, including work plan development, implementation, monitoring, and reporting on comprehensive HIV prevention services for children and adolescents.
  • Overall accountability for technical analysis and support in the areas of Public-Private Partnership (PPP) and Economic Strengthening (ES) activities focusing more on complete adaptation, implementation, and monitoring of Empowerment and Livelihoods for Adolescents (ELA) model.
  • Guide and support the implementation, coordination and reporting of the schools’ bursaries and Life Skills-Based Sexuality Education interventions in DREAMS districts.
  • Collaborate with other Baylor-KB technical teams to ensure smooth integration of HIV prevention activities.
  • Oversee provision of holistic, survivor-centred, and quality GBV services for survivors in alignment with important concepts such as WHO LIVES (First-line Support) and GBV case management.
  • Train and mentor partners and sub-recipients involved in provision of comprehensive DREAMS interventions.
  • Collaborate with BCMCFL clinical teams, health facilities, and implementing partners to guide the care and support provided to children and adolescents living with HIV enrolled in the project.
  • Develop and maintain positive working relations with a wide network of key stakeholders, including Government Ministries, Partners, DHMTs, Private Sector, and Civil Society Organizations on prevention services.
  • Support the Chief of Party to provide feedback and guidance to management and stakeholders on proposed adjustments to programming based on performance and achievement of Baylor-KB prevention program targets.
  • Collaborate with technical teams from partner organizations to support referral and linkage pathways, complementing and building upon prior service delivery areas.
  • Perform any other duties as may be assigned by the management.

Qualifications, Work Experience and Key Competencies

  • A bachelor’s degree or equivalent in Public Health, Social Sciences, Social Work, Child Development or related field; a Master’s Degree is preferred.
  • Minimum 8 years of experience in designing, implementing and managing OVC and/or HIV and Sexual Reproductive Health-focused prevention services in Lesotho is desirable.
  • Experience with PEPFAR programming including OVC, HIV prevention and DREAMS programming for Adolescent Girls and Young Women (AGYW).
  • Familiarity with Lesotho’s institutional, policy and programming context for HIV

Skills and Expertise:

  • Practical experience setting up and managing comprehensive DREAMS, Economic Strengthening, Education, GBV, and/or health programs in developing countries.
  • Proven ability to prioritize, apply independent judgement, and handle multiple on-going assignments.
  • Proficiency in Microsoft office packages (Excel, Word, PowerPoint), Web Conferencing Applications, Knowledge-sharing networks.
  • Excellent time management and proven analytical and problem -solving skills.
