POSITION OVERVIEW
LENEPWHA seeks an accomplished, visionary and results-driven Technical Director to provide overall strategic, technical, programmatic and Monitoring & Evaluation leadership for its GHSD portfolio.
This is a senior leadership position responsible for ensuring that LENEPWHA’S GHSD interventions are technically sound, evidence-driven, data-led, integrated, measurable and aligned with Ministry of Health priorities and donor expectations.
The Technical Director will serve as the organization’s principal technical authority for the project, bridging strategy, program implementation and M&E, translating performance data into corrective action, and ensuring that investments at facility and community levels deliver measurable health outcomes.
The position will also represent LENEPWHA in high-level technical and strategic engagements with the Ministry of Health, EGPAF, development partners and other stakeholders, including national discussions on social contracting, localization, sustainability and institutionalization of community-led health services.
The Technical Director will provide overall strategic, technical and performance leadership for LENEPWHA’s GHSD portfolio, ensuring high-quality, evidence-based and integrated implementation across supported districts and facilities. The role will provide strategic oversight of both Program and M&E functions, ensuring that program data are routinely translated into decisions, corrective actions and measurable results.
KEY RESPONSIBILITIES
- Strategic & Technical Leadership: Lead technical strategy, program design, annual and quarterly work planning, target setting and implementation, ensuring alignment with GHSD objectives, MOH priorities, national guidelines and donor requirements.
- Integrated Service Delivery: Provide technical leadership for integrated HIV case finding and linkage, first 95, ART continuity, TB, PMTCT/triple elimination, pediatric and adolescent HIV, MNCH, NCDs, mental health, IPV screening and community-facility linkages.
- Program & M&E Oversight: Integrate Program and M&E functions; oversee performance frameworks, dashboards, routine data reviews, data quality, target monitoring, Root Cause Analysis, corrective-action tracking and timely donor/MOH reporting.
- Quality & Performance Improvement: Lead QA/QI, supportive supervision, facility performance-improvement plans and targeted technical assistance, ensuring identified gaps progress from root-cause analysis to corrective action and documented closure.
- Social Contracting & Sustainability: Represent LENEPWHA in MOH and partner engagements on social contracting, localization and sustainable financing of community-led health services, while contributing technical evidence to resource mobilization and sustainability.
- Representation & Partnerships: Serve as LENEPWHA’s senior technical representative with MOH, EGPAF, DHMTs, donors, UN agencies, CSOs and implementing partners, including participation in national technical working groups and strategic forums.
- Capacity Strengthening: Lead technical capacity development, mentorship, coaching and supportive supervision of program, M&E and service-delivery teams, promoting accountability and continuous performance improvement.
- Innovation, Learning & Knowledge Management: Drive evidence-to-practice, implementation learning, program evaluations and documentation of best practices, innovations, lessons learned and technical knowledge products.
MINIMUM QUALIFICATIONS
Applicants should possess:
- An advanced degree in Public Health, Medicine, Nursing, Epidemiology, Health Systems, Monitoring & Evaluation, Global Health or another relevant health discipline. An MPH or equivalent postgraduate qualification with a specialization in HIV or infectious disease will be a strong advantage.
- A minimum of 8 years of progressively responsible experience in public health, HIV/TB, health systems strengthening or donor-funded health programming, with significant technical and management responsibility.
- Demonstrated senior-level experience providing technical leadership for HIV prevention, testing, linkage, treatment, retention and/or integrated health programs.
- Demonstrated experience leading or overseeing both program implementation and M&E/performance management.
- Strong knowledge of the Lesotho health system, MOH structures, national HIV/TB programmes and facility/community service-delivery platforms.
- Demonstrated experience in quality improvement, supportive supervision, capacity strengthening and data-driven programme management.
- Experience working with major donors, international implementing partners, government and civil society.
- Demonstrated experience managing multidisciplinary technical teams.
- Strong understanding of donor compliance, work planning, target management and technical reporting.
- Excellent analytical, strategic-thinking, leadership, diplomacy, communication and presentation skills.
