About the Programme

The Southern African Development Community (SADC), with the support of the German Government, the Austrian Development Agency (ADA), and the European Union (EU), implements the Strengthening the National-Regional Linkages in SADC (SNRL) Programme.

The programme contributes to accelerating the implementation of SADC regional integration by strengthening the implementation of the SADC legal and strategic framework within Member States.

SNRL provides technical, organisational, and methodological support to Member States and their stakeholders, facilitates regional exchange of best practices, coordinates various support modalities, and administers programme resources efficiently and transparently.

GIZ is seeking a Technical Advisor: Strategic Communication to support the thematic lead responsible for strategic communication and strengthen the communication capacity of Member States.

Key Responsibilities

Under the supervision of the Project Manager (AV), the Technical Advisor will:

  • Analyse the need for technical, methodological, and organisational support to enhance coordination and implementation of the SADC regional integration agenda in communication and outreach.
  • Work closely with GIZ SADC/Botswana to conceptualise and implement regional integration awareness across all SNRL interventions.
  • Coordinate and implement information dissemination and awareness campaigns, key SNRL events, and publications in line with programme objectives.
  • Profile media coverage and document the impact of SNRL interventions and the benefits of regional integration in Member States.
  • Record and document programme results and prepare reports.
  • Conduct media analyses and participate in forums and public hearings related to the programme.
  • Plan, coordinate, and document meetings, workshops, seminars, and other programme activities.
  • Organise and maintain project documentation, filing systems, and the programme library.
  • Perform other project-related duties as assigned.

Qualifications

Applicants must have:

  • A Master’s degree in Communication, International Relations, Political Science, or a related field.

Professional Experience

Applicants should have:

  • At least 3 years’ experience in communication within Southern Africa.
  • Excellent understanding of the political, economic, and social dynamics of SADC.
  • Familiarity with GIZ planning, implementation, and reporting procedures will be an added advantage.
  • Familiarity with capacity development approaches.
  • Experience with GIZ technical cooperation approaches, advisory instruments, support delivery processes, and services will be an added advantage.

Knowledge and Competencies

Applicants should possess:

  • Excellent English language proficiency.
  • Knowledge of German, French, and/or Portuguese will be an advantage.
  • Experience working with diverse teams.
  • A results-driven and resource-oriented approach to work.
  • Innovative thinking and the ability to think outside the box.
