Job Title: Technical Advisor I – Enterprise Development

Job Summary
The Technical Advisor I will provide technical leadership in the design, implementation, and continuous improvement of entrepreneurship training and coaching systems within the Economic Inclusion Program.
Key Responsibilities
1. Technical Leadership
– Lead the design and contextualization of training manuals for Personal Initiative (PI) and coaching.
– Develop standardized operational guidelines and facilitation protocols for trainers and coaches to ensure consistent delivery of PI training and coaching.
– Integrate digital learning platforms, gamified simulations, interactive case studies, and mobile-based microlearning in the manuals to enhance accessibility, learner engagement, and knowledge retention.
– Ensure all technical content aligns with CRS’ Graduation Model and global standards for economic inclusion and entrepreneurship development.
2. Capacity Strengthening
– Design and facilitate high-level Training-of-Trainers (ToT) and Coaching-of-Coaches (CoC) programs, embedding adult learning theory, coaching psychology, and participatory facilitation techniques.
– Develop and apply competency-based assessment tools to evaluate trainer and coach performance, and tailor capacity-building interventions accordingly.
– Provide ongoing mentoring, coaching, and troubleshooting support to field-level trainers and coaches, ensuring technical fidelity and continuous improvement.
3. Monitoring, Evaluation, Accountability, and Learning (MEAL)
– Collaborate with MEAL teams to define and track entrepreneurship-specific indicators such as business start-up rates, income progression, and sustainability metrics.
– Analyze monitoring data to identify implementation bottlenecks, inform adaptive programming, and generate actionable insights.
– Contribute to the design of learning agendas and operational research to test innovations in entrepreneurship training and coaching.
4. Field Support & Supervision
– Lead the recruitment, vetting, and onboarding of qualified trainers and coaches, ensuring alignment with programmatic needs and technical standards.
– Conduct back-to-back field visits using standardized observation tools to assess training and coaching quality, provide feedback, and document promising practices.
– Develop and implement performance management systems for trainers and coaches.
5. Partnership & Coordination
– Facilitate regular coordination meetings with implementing partners (e.g., Caritas, Doorways, Dunamus) to align technical approaches, share learning, and resolve implementation challenges.
– Support the development of market linkages for project beneficiaries.
6. Knowledge Management & Learning
– Lead the documentation of technical innovations, success stories, and lessons learned from entrepreneurship training and coaching interventions.
– Develop technical briefs, case studies, and learning notes for internal and external dissemination, contributing to CRS’ global knowledge base on economic inclusion.
– Facilitate learning exchanges and peer-to-peer learning among beneficiaries, and partner staff to foster a culture of continuous improvement.
7. Compliance & Risk Management
– Ensure all entrepreneurship-related activities comply with donor regulations, CRS policies (including safeguarding), and national legal frameworks.
– Identify and mitigate risks associated with business start-up support, including misuse of funds, attrition, etc
– Promote ethical coaching practices and ensure grievance mechanisms are in place and accessible to all program participants.
-Ensure that all businesses are environmentally friendly.
Preferred Qualifications
Masters Degree in Economics, Business Management, Entrepreneurship, Agricultural Economics or any other related field
Minimum of 5 years’ experience in enterprise development – training, coaching and advising small micro-medium enterprises
