In partnership with the Ministry of Social Development and the US Centers for Disease Control and Prevention (CDC), ICAP will conduct a nationwide household based survey among children and young adults aged 13-24 years in 2018, also called Violence Against Children Surveys (VACS). VACS will collect information that can be used to estimate the prevalence of emotional, physical and sexual violence against children and youth in Lesotho. The data from VACS are intended to inform the Government of Lesotho to develop and review programs and policies and refine laws related to the protection of children.
Team Leader-VACS

REPORTS TO : Field Coordinator- VACS
LOCATION : All Districts, Lesotho
OVERALL JOB FUNCTION
Reporting to their respective Field Coordinator, each Team Leader will be responsible for providing direct supervision of the overall survey implementation in the field. He/she will be responsible for the capacity building of his/her team members and assure that all team members adhere to identified VACS protocols including protocol for interviewing, protocol for HIV testing, and data collection and transmission. Through supervision and spot checks, the Survey Team Leader will assure the quality of data collection, data entry and data validity. as well as addressing ,data inconsistencies (if required), maintaining confidentiality and observing data protection. Each Survey Team Leader will be responsible for the transmission of field data to the Field Coordinator and to the central office.
DUTIES AND RESPONSIBILITIES:
- Take the lead in entering selected Enumeration Areas (EA) and conduct a new mapping and listing of structures and households in each of the selected EAs.
- Conduct random selection to identify the requested number of households (40) from among those households identified to have an eligible participant.
- Ensure that daily data collection activities run smoothly and that all selected households within an EA have been properly interviewed.
- Ensure that Survey Team Interviewers adhere to VACS protocol and standard operating procedures (SOP).
- Ensure that interviewers have followed appropriate procedures for obtaining consent and provided a list of support services to all participants.
- Assure the accurate and timely implementation of VACS Referral Plan for eligible participants to assure their safety and access to relevant services as per VACS SOPS.
- Review submitted questionnaires for completeness, accuracy and consistency.
- Conduct manual verification of the data collection of each interviewer, perform backup of each interviewer’s data and transmit the encrypted data through a secure method.
- Discuss and correct any identified questionnaire issues with the interviewer.
- Distribute daily assignments to field interviewers and assist in the training of interviewers.
- Ensure data quality by performing random repeat interviews on households within assigned EAs.
- Oversee ground level supply chain including submitting timely requests, recording receipt and ensuring correct storage of all necessary survey implementation materials.
- Manage team interviewers’ work schedules and align with supply chain to ensure all necessary materials are available when needed for ground level survey implementation activities.
- Organise and lead daily team briefing meetings to discuss project successes/progress, review challenges, prepare for upcoming daily/ weekly activities, review data and ensure protocol/SOP adherence.
- Manage documentation of weekly implementation activities and ensure
timely submission of required reports. – - Assure safety of all material needed for fieldwork.
- Receive and address any unanticipated incident and discuss appropriate action with the Regional Coordinator.
MINIMUM QUALIFICATIONS AND COMPETENCIES:
- Bachelor’s Degree (in Social Work, Statistics/Demography/Economics or Social Science)
- Previous experience at supervisory level in large, national surveys like Demographic Health survey (DHS), Lesotho Population Based HIV Impact Assessment (LePHIA) or national census is required.
- Experience with provision of social services and/or counselling is an added advantage.
- Familiar with appropriate medical, psychosocial and legal services and program referrals in case of violence, neglect and/or abuse.
- Training / interest in gender based violence, violence against women and/or violence against children.
- Strong interpersonal and communication (written and spoken) skills in English as well as Sesotho.
- Personable and able to build trusting relationships with strong counseling skills.
- Expertise to enter, transcribe, record, maintain confidential and sensitive data/ information in written or electronic forms.
- Familiar with electronic data entry, tablet care, data aggregation and the proper communication chain to deal with arising technical issues.
- Experience working with computers and the Internet; comfortable with basic computer functions of navigation and data entry, able to use the internet and email.
- Ability to problem solve and work as part of a team.
- Able to remain impartial and maintain confidence
- Ability to spend an extended period of time in rural areas and away from home.
