Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons.

The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors responsible for carrying out inspections and verification of safeguards-relevant information for nuclear facilities in over 180 States, as well as technical staff responsible for a wide range of activities, including:

  • Developing concepts and approaches for implementing safeguards
  • Developing and maintaining safeguards equipment
  • Providing analytical and laboratory services for sample analysis
  • Collecting, evaluating, and analysing safeguards-relevant information
  • Providing information and communication technology infrastructure and services
  • Providing programme coordination support

The Division of Concepts and Planning (SGCP) is responsible for:

  • Development and promotion of safeguards concepts, approaches, and policy
  • Development and provision of safeguards training
  • Planning and development of resource mobilization priorities
  • Coordination of research and development activities and Member State Support Programmes
  • Implementation of the Department’s quality management system

Main Purpose

Reporting to the Section Head, the Team Leader (SG-Support Programmes) manages and leads a team responsible for coordinating the Development and Implementation Support (D&IS) Programme for Nuclear Verification in terms of planning, supervision, and implementation of activities.

This involves:

  • Ensuring that the programme optimizes Member State Support Programme (MSSP) resources for maximum overall benefit for the Department and is fully aligned with the Department’s resource mobilization priorities.
  • Managing effectively and efficiently the interface between MSSPs and the Department of Safeguards.

Role

The Team Leader (SG-Support Programmes) is:

  • A manager of the human and financial resources assigned to the team, ensuring that the D&IS programme optimizes the use of MSSP and departmental resources in alignment with departmental resource mobilization priorities.
  • An adviser to the IAEA and MSSPs on technical and budgetary issues associated with the D&IS programme.
  • A liaison between MSSPs and departmental staff, providing advice and guidance on the D&IS programme.
  • A relationship manager for the IAEA’s partnerships with MSSPs.

Partnership

The incumbent is the primary point of contact for representatives of MSSPs, departmental management, D&IS programme plan managers, and task officers, providing advice and guidance regarding the D&IS programme.

He or she also works closely with:

  • Division of Budget and Finance
  • Division of Human Resources
  • Office of Legal Affairs
  • Other IAEA partnership focal points regarding MSSPs, partnerships, and extrabudgetary funding matters for the Department of Safeguards

Functions / Key Results Expected

  • Manage and lead the work of the Support Programme Coordination Team, demonstrating transparent and effective management of resources to Member States.
  • Plan and arrange numerous annual MSSP review meetings and a biennial event for all MSSPs.
  • Coordinate and provide guidance to the Department on the content and direction of the D&IS programme and provide information on the capabilities of MSSPs.
  • Oversee preparation of a programme plan for each biennium and report on programme achievements, including outputs and outcomes.
  • Review new tasks proposed by the Department for MSSPs regarding rationale, priority for competing resources, and availability of relevant MSSP capabilities.
  • Manage the departmental process for recruitment of Cost-Free Experts (CFEs) and Junior Professional Officers (JPOs) supported through MSSPs.
  • Monitor progress of D&IS tasks and assist in the resolution of issues.
  • Act as the focal point for internal coordination of MSSP-related issues for the Department of Safeguards and the IAEA.
  • Plan and manage the programmatic direction and development of the team and ensure an appropriate balance of skills and resources through training, mentoring, and recruitment.

Qualifications, Experience and Language Skills

Master’s Degree
A Master’s degree in Business Administration, International Relations, Nuclear Science or Engineering, Public Administration, or another related field is required.

Bachelor’s Degree
A Bachelor’s degree in Business Administration, International Relations, Nuclear Science or Engineering, Public Administration, or another related field plus two years of additional relevant experience may be accepted in lieu of an advanced degree.

  • Minimum of seven years of experience in technical programme and project management, as well as experience in event planning.
  • Proven experience in the management, development, and mentoring of staff.
  • Experience in resource mobilization at national or international level, including governments and international organizations.
  • Experience communicating programme priorities and implementation requirements to both internal and external audiences.
  • Experience in analysis of legal and administrative issues is an asset.
  • Experience in nuclear non-proliferation and/or international nuclear safeguards is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84,672 (subject to mandatory deductions for pension contributions and health insurance), with a variable post adjustment currently amounting to US $31,498.
