Support for the Reform and Strengthening of Governance in Lesotho Programme, Reference number: INTPA/MSU/2021/EA-RP/0049

Scope of work: Technical assistance services (supply of long-term and short-term expertise) to the Government of Lesotho in the following fields: governance and performance of justice and public service sector institutions, justice service access, accountability, transparency, integrity and credibility of justice and governance institutions.

Qualifications and skills
Master’s Degree in Law or related field
Proficiency in English
Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills
Proven project management skills, including financial management and reporting
General professional experience

Minimum 12 years of relevant post-graduate experience in the field of justice sector reform and access to justice
A minimum of 3 years working experience in international development context
Experience with institutional strengthening and capacity building in the justice sector in developing countries
Experience in Sub-Saharan Africa would be considered an advantage
Specific professional experience

Experience in EC aid delivery methods and at least 5 years’ experience in implementation of EDF projects/programmes
Minimum 3 years’ experience as Team Leader in similar assignments
Proven experience with programme estimates under EDF contracts
Proven experience with legal drafting
Demonstrated experience in identifying and designing development programmes with a gender and rights based approach, notably in the field of governance, rule of law and justice
A minimum of 3 years working experience with Legal Aid policy and/or provision
Proven experience with access to justice for vulnerable groups such as women, children, people with disabilities and marginalised people
Experience with formal and informal justice systems
Knowledge of the Lesotho “access to justice” context and customary law would be an advantage
