Job Description

We are now accepting applicants for the position of Team Leader on a donor-funded irrigation infrastructure development activity involving design review and construction supervision of irrigation infrastructure. This position will be based in Maseru, Lesotho, with anticipated minor local travel within the country.

The ideal candidate will have program and project management experience overseeing design/design review, tendering and construction supervision for projects in the agriculture/irrigation sector in Sub-Saharan Africa and other emergent nations.

The Team Leader will lead contract implementation to achieve successful project outputs as stated in the project scope by adhering to schedule, budget, and quality. This will include but not be limited to:

• Ensuring adherence to the goals, deliverables, and objectives (e.g., scope, schedule, and budget) of the contract with the client.
• Leading the contract implementation management and direction of CDM Smith project team
• Ensuring that the team is following the strategic direction and framework of the project
• Ensuring quality delivery of all technical inputs, including regular reporting to the client and CDM Smith and ensuring good quality and timely submission of all reports, and other deliverables.
• Participate in production of quarterly and annual work plans and payment schedules
• Main point of contact with the client and routinely interacting with other projects, government representatives and development partners.
• Mentoring and supporting project staff and supervise consultants
• Abiding by CDM Smith’s quality management program (QMP) and anti-corruption policy (ACP)

Minimum Qualifications

• Bachelor’s degree in Environmental, Civil, Coastal or Chemical Engineering or related discipline. Professional engineering (PE) license.
• 12 years of related experience. At least 10 years of experience in planning, design and design review of agriculture/irrigation components of projects, of which 4 years should be in Sub-Saharan Africa.
• Experience working on donor funded projects.
• Excellent written and oral communication skills in English.
• Excellent leadership skills.
• Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

Preferred Qualifications

• Master’s Degree in Civil, Agricultural, Irrigation Engineering or another closely related field
• 15 years demonstrated professional experience in international, large-scale project management (projects valued at $5M or greater). On such projects, should demonstrate team leadership experience, leading project teams to successfully execute and deliver services in a timely manner.
• Experience in Lesotho. Familiarity with irrigation system in Lesotho a plus.
• Experience on MCC-funded projects
• Project Management Professional (PMP) certification

Background Check and Drug Testing Information

CDM Smith reserves the right to require background checks including criminal, employment, education, licensure, etc. as well as credit and motor vehicle when applicable for certain positions. In addition, CDM Smith may conduct drug testing for designated positions. Background checks are conducted after an offer of employment has been made in the United States. The timing of when background checks will be conducted on candidates for positions outside the United States will vary based on country statutory law but in no case, will the background check precede an interview. CDM Smith will conduct interviews of qualified individuals prior to requesting a criminal background check, and no job application submitted prior to such interview shall inquire into an applicant’s criminal history. If this position is subject to a background check for any convictions related to its responsibilities and requirements, employment will be contingent upon successful completion of a background investigation including criminal history. Criminal history will not automatically disqualify a candidate. In addition, during employment individuals may be required by CDM Smith or a CDM Smith client to successfully complete additional background checks, including motor vehicle record as well as drug testing.
