Maternal, Adolescent & Child Health Institute NPC, (MatCH) is a non-profit organization supporting public sector health services. MatCH implements donor funded projects to improve HIV and TB outcomes through providing technical assistance and direct service delivery support. MatCH is looking to fill the following position under a project funded by THINK Tuberculosis and HIV Investigative Network RF NPC aimed to strengthen the health care delivery platform for TB in the Eastern Cape.

Main purpose of the job

To provide technical assistance, advice and strategic direction to strengthen service delivery and quality assurance in THINK LON TB programs across the supported districts in Eastern Cape. Support the strategic planning, governance and management to MatCH supported Program & overseeing the successful delivery of the Program outputs in the district. The incumbent acts as a pivotal point of contact for relevant stakeholders.

Key performance areas
Strategic Direction / Management: Contribute to organisational key performance areas in the area of health system strengthening to ensure achievement of program goals
Participate and actively contribute to the implementation of comprehensive strategies around TB (DS and DR) and HIV/TB co-infection
Assist COP in implementation of overarching health systems strengthening interventions and strategies
Serve and participate in MatCH THINK LON TB management structures and meetings internally and externally
Planning, Management and Reporting of TB program: Strengthen health service delivery systems by reviewing existing practices, implementing relevant guidelines and updating and / or developing new SOP’s and checklists
Oversee and promote implementation of policies, procedures and guidelines
Compile and submit agreed monthly and ad hoc reports and presentations pertaining to TB
Quality Assurance and Improvement of the TB programme: Conduct site visits, review patient care systems and the level of implementation of DOH guidelines and priorities (e.g. through record audits)
Research and Development: Participate in the development of operational research questions that speak to the effectiveness and sustainability of HIV/TB programme
Capacity Building and Training: Identify gaps, training and development needs for district DOH and develop action plan to address the needs
Provide technical support, on-going training and mentorship to staff members, and health care professionals at all levels with focus areas aligned with the work plans
Staff Management: Monitor orientation of newly appointed staff on the organizational structure and important objectives and activities of the TB program
Supervise; support and mentor subordinate staff to promote optimal performance and maintenance of sound labour relations
Set performance standards, evaluate staff performance and progress; and provide constructive feedback
Networking and Advocacy: Attend stakeholder and DOH management meetings at site, district and provincial level. Represent the MatCH Institute at relevant meetings at provincial, districts and local levels
Participate in district campaigns and other community events
Requirements:
Clinician with medical degree with an active and valid HPCSA registration
Post grad degree in public health, or relevant/related field (or commensurate experience).
At least three (3) year of experience of working in the areas of TB, DR-TB, HIV, and public health. Good knowledge of TB diagnosis and treatment.
At least three (3) year experience in working on implementing multi-faceted health programmes, with preference to one (1) year experience working on international donor funded projects in a technical advisory capacity.
Strong HR, leadership skills and in management of teams both medical and non-medical.
Strong budgeting skills, including experience with and aptitude for creating budget scenarios, projecting expenditures based on clear assumptions, and tracking actual expenditures against projections.
Excellent oral and written communication skills in is required.
Desirable additional education, work experience and personal abilities
Post graduate Degree.
Certification in good clinical practice (GCP).
Experience in project management and research.
Knowledge of district and provincial DoH government structures.
