We are currently seeking qualified, experienced, dynamic, and highly motivated candidates for a System Architect Lead position for the Digital Health Contract contained within the Millennium Challenge Corporation’s (MCC) Health and Horticulture Compact’s Health System Strengthening project (LMDA/CD/C/09/2022 Procurement 4: Digital health services), based in Lesotho.

The System Architect lead will be responsible for Leading health information exchange architecture assessment design and development, serving as primary system architect for asset management system and other development assignments.

Responsibilities

  • Serving as the lead RTI Systems Architecture subject matter expert in Lesotho’s health information exchange, and its digital health components.
  • Lead the HMIS architecture and digital health application assessment components including:
    • HMIS assessment of e-Register architecture, network systems workflows, and data governance to propose scalable system architecture; HMIS storage requirements; cyber security, and the use of NICR as an identifier in the health sector. 
    • Common infrastructure services to define data standards and norms to be used across the HMIS.
    • IFMIS and CBMS to determine scale into the district level.
    • ECHO assessment to determine potential training on the HSS project. 
  • Serve as lead architect of the Lesotho health facility asset management system. 
  • Advise on HMIS structure of the system and help ensure that linkages between health systems are viable, sustainable, and scalable. 
  • Apply technical knowledge to assist MCC consortium in the design and development of solutions to HMIS technical and applications problems, network challenges, or system administration issues 
  • Collaborate with the consortium team and government to apply assessment findings to implement the approach and requirements for the interoperability layer and framework that meets international standards 
  • Explore strategies for introducing new technology in the support of advanced data analytics using AI/ML into the MOH’s infrastructure related to processes of collection, analysis, production, and dissemination
  • Support development of roadmaps, workflows, implementation plans, design drawings, security plans and other documentation as required
  • Identifying and assessing potential and emerging risks

Qualifications

  • PhD and 6 years of experience or equivalent combination of education and experience (Masters + 10 or Bachelor’s + 12)
  • Knowledge of Systems Architect processes
  • Architecture, test, and development experience
  • Experience/involvement with software integration
  • Experience with Cameo and SysML
  • Computing Environment certification: MCSE, Cloud Platform and Infrastructure (Server) etc.
  • Networking background and current knowledge of networking concepts and technologies
  • Must possess excellent oral and written communication skills and fluency in English and Sesotho
