The bi-national Lesotho Highlands Water Project (LHWP), of the Kingdom of Lesotho (KOL) and the Republic of South Africa (RSA) is aimed at harnessing the water resources of the highlands of Lesotho for the mutual advantage of Lesotho and the Republic of South Africa.
The LHDA Board is currently looking for suitably qualified individuals to serve in the below mentioned Sub-Committees, for an initial period of three years to assist the LHDA Board in overseeing the governance of the LHDA.
Membership may be extended for a further term.
Vacancy: SUSTAINABLE DEVELOPMENT SUB-COMMITTEE MEMBER (3 YEAR CONTRACT PERIOD)
To advise the LHDA Board and Social, Development and Environment Division on appropriate strategies and decisions to ensure optimal performance in meeting LHDA’s Treaty obligations of the Project relating to delivery of water, generation of hydro-power and discharge social, environmental and public health responsibilities in an efficient, sustainable and cost effective manner.
Master of Science Degree in Sustainable Development or other relevant fields.
Fifteen (15) years’ experience in planning and development of sustainable development agenda and implementation of projects at community level.
Essential Requirements for the Post:
Possess technical ability and experience in the development and implementation of indicator, monitoring and evaluation framework for development projects Proven track record in promoting strategic partnerships with other organizations to design, prepare and execute projects on sustainable development at national and community levels
Ability to think strategically and to guide technical and management decision making.
Knowledge of project management Possess good analytical skills and management qualities
Exposure to the LHWP or any similar sized large infrastructure development project
Previous board committee membership experience will be an added advantage.
The applicant should be committed to serve for the contract period and have sufficient time available to thoroughly prepare for meetings as well as attend scheduled meetings and will also be required to devote at least 5 hours per month for LHDA activities, excluding travelling. Upon engagement, the preferred candidate shall sign a performance agreement for the Sub-Committee to the Board and a code of conduct.
Major Tasks & Performance Requirements:
Reports to the LHDA Board on periodic or agreed frequency basis through the Committee Chairperson.
Assists the LHDA Board to identify and quantify LHDA’s social, economic and environmental risks.
Proposes strategies, plans and programs to mitigate the identified risks.
Reviews Environmental Action Plan (EAP) implementation programs for adequacy and accuracy.
Monitors and reviews sustainable community development programs.
Monitors Environmental Action Plan (EAP) costs and expenses against budgets.
Attends periodic Sub-Committee meetings in Maseru during business hours.
Adds value to the Sub-Committee meetings and, ultimately, the Board and the LHDA
Undertakes Ad hoc assignments as requested by the committee and or the Board.
Attends to any other matter of interest within the context of the Treaty and the Law.
Remuneration of members of the Sub-Committee will be market related and shall cover preparation and attendance of Sub-Committee meetings, Sub-Committee work and ad hoc work such as special delegated tasks or investigations. Members of the Sub-Committee will be fully reimbursed for authorized expenditure incurred in the performance of their duties. Typical expenses include travel, accommodation, secretarial and courier services.
