REQUEST FOR PROPOSALS: INSTALLATION OF CLOSED CIRCUT TELEVISION (CCTV)SECURITY CAMERA SYSTEM AND PREVENTIVE MAINTENANCE SERVICES AT THE MAGISTRATE COURTS AND POLICE STATIONS IN THABA-TSEKA AND MOHALES HOEK DISTRICTS
1. BACKGROUND
One of the guiding principles of the Convention on the Right of the Child (CRC) is a child’s right to be heard, including their ability to participate in the judicial proceedings in an age-appropriate manner in line with their best interests and evolving capacities. In all cases involving child victims or witnesses, measures and safeguard should be implemented to protect them from intimidation, reprisals, or secondary victimization that may occur whilst participating in justice process Penal Reform International: Protecting Children’s Rights in Criminal Justice System, 2013.
Child Protection and Welfare Act 2011 (section 138(2)) commands that all proceedings conducted in Children’s Court shall be held in camera and the privacy of the child concerned and other child witnesses, subject to the provisions of section 149. A Children’s Court or any other court hearing a matter in respect of which a child is an accused person, may after a proof of a charge against the child, impose a sentence in accordance with the Provisions of the Part shall be protected at all times. The Act continues to maintain that the proceedings of the Children’s Court shall, with regard to a child procedural rights be conducted in an informal manner to encourage the maximum participation of a child, his parent or guardian and other child witnesses.
2. SCOPE OF WORK AND OBJECTIVES
The overall objective is for the service provider to supply and install CCTV equipment in Mohale’s Hoek and Thaba-Tseka Districts at the named Magistrate Courts and Police Stations. The second phase of the contract is the Preventive Maintenance service contract for the supplied equipment. The potential vendor must provide offers for:
i) Supply & installation of the CCTV equipment
ii) Preventive maintenance for a service contract over a period of 2 years
