1.        The Government of Lesotho has received financing from the World Bank toward the cost of the Supply, Installation and Support of Lesotho Integrated Transport Information System (LITIS) and intends to apply part of the proceeds toward payments under the contract for Provision of LITIS system.

2.        The Government of Lesotho, Ministry of Public Works and Transport now invites sealed Bids from eligible Bidders for the design, supply, installation and support of a Complete systems environment, inclusive of hardware, networking, software, design, development, customisation, change management, commissioning and support services for the Establishment of Lesotho Integrated Transport Information System (LITIS)].

3.        Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [Procurement In Investment Project Financing Goods, Works, Non-Consulting And Consulting Services July 2016 Revised November 2017] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4.        Interested eligible Bidders may obtain further information from the Procurement Specialist, Mr. Ntaba Manoeli at email address [email protected]and inspect the bidding document during office hours from 09:00 to 16:00 at the address given below.

5.        The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of US$100.00 or Maluti equivalent. The method of payment will be by transfer or deposit into the following Bank Account:  Transport Infrastructure and Connectivity Ministry of Public Works Account No: 9080005542649 Swift Code: SBICLSMX, Branch Code: 062067, Standard Lesotho Bank, Lesotho. Access details to an electronic portal where the document can be downloaded, will be sent by email to all bidders with confirmed evidence of payment of the nonrefundable fee.

6.        A virtual (online) pre-bid meeting will be held on 6th August 2020 as provided for in the RFB.  Bidders who have purchased the bidding documents, will receive a link to the meeting by way of e-mail.  Any interested party who wishes to attend this pre-bid meeting may contact Project Coordinator, Lesotho Transport Infrastructure and Connectivity Project, with contact details under ITB 7.1 and request to be provided with the link for the online meeting/webinar. The request should be made at least seven days before the date of the meeting, stated above.

7.          Bids must be delivered to the address below on or before 2nd September 2020, 12:00pm. Electronic Bidding will be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 2nd September 2020, 14:00hrs. All inner envelopes marked “Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

In addition to the regular method of hard copy bid submissions, due to the COVID-19 situation, bidders shall have the following additional methods for submission of bids:

 (a)    A copy of the bid printed by the Embassy with a letter confirming authenticity by the Embassy will be accepted as original. The Embassy should maintain confidentiality particularly when they are printing multiple bids.

(b)    A Bid signed by a local representative including bid form with a scanned copy of authorization (Power of Attorney) will be acceptable.

(c)    A fully signed copy of the bid must be uploaded into the electronic file area designated to the Bidder for this purpose.  Full details of such procedure will be given to Bidders at least seven days before the bid submission date. The submission must be fully secured by password to be separately submitted in a text only file into the same upload area, containing the password details to the bid submission.

8.        All Bids must be accompanied by aBid Securing Declaration.

9.        Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
