1. Background
The Government of the Kingdom of Lesotho has received financing from the World Bank toward the cost of the LLWDP-II and intends to apply part of the proceeds toward payments under the contract for the Supply, Delivery, Installation, and Training of Governance, Risk, and Audit Application for WASCO.
Payments will be processed using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except where the contract specifies payment via letter of credit.
2. Invitation to Bid
The Ministry of Natural Resources now invites sealed bids from eligible bidders for the above-mentioned services.
3. Procurement Method
Bidding will be conducted through National Competitive Procurement using the Request for Quotations (RFQ) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, August 2018, November 2021, and July 2023).

- Submission Format: Hard copy only (Electronic submissions will not be accepted)
- Bid Opening: Publicly at the same time and date at the address below
- Bid Security: LSL 47,000.00 (or equivalent in a freely convertible currency), in the form of a Bank Guarantee
6. Important Notes
- Late bids will not be accepted.
- Disclosure of the successful bidder’s beneficial ownership is required as part of the Contract Award Notice.
- Bidders must use the Beneficial Ownership Disclosure Form included in the bidding documents.
