INVITATION TO TENDER NO: MDC/F/02/2020/2021
The Ministry of Local Government and Chieftainship (MoLGC) – Mohale’s Hoek District Council has received funds from the Government of Lesotho and intends to apply these funds for Supply, Delivery and Installation of Concrete Waste Bins and Heavy Duty Refuse Bags for Mohale’s Hoek Urban Council. Therefore, eligible suppliers who own Hardwares or General Dealers or Specialized Dealers in Cleaning Materials’ Licences are invited to participate in this bid for the financial year ending 2020-2021.
REGISTRATION OF THE TENDER DOCUMENT
Tender documents are available at Mohale’s Hoek District Council (Procurement unit) at a non-refundable registration fee for participation amounting to M2, 000.00 (Two Thousand Maloti Only) during working hours paid at the Accounts office at District Administrator‘s offices Mohale’s Hoek. Tender documents will be provided to the potential bidder upon provision of receipt from Accounts office by the District Council Procurement Unit.

This tender is divided into 2 Lots and each tenderer has the right to submit his/ her proposal for one or all Lots, but each successful bidder will only be awarded one Lot.
SPECIAL REQUIREMENTS
Bid Security
Submission of 2% bid security (per lot) from the bank or institution recognized by Central Bank of Lesotho.
Pre bid Meeting
Compulsory pre-bid meeting will be held on the 5th January 2021 at Mohale’s Hoek Urban Council adjacent WASCO office at10:00 a.m.
MANDATORY REQUIREMENTS
Bidders who do not comply with the following requirements will be disqualified:
- Hardwares or General Dealers or Specialised Dealers in Cleaning Materials’ Trader’s License certified at source
- Valid Tax Clearance Certificate certified at source
- 2% bid security per lot of the tendered price.
- Compulsory Pre-bid meeting
- Company profile
- Letter of intent will be required (only for companies which intend to form a Joint Venture)
- Signed and stamped letter of Association/Joint venture agreement where applicable
- Notarized Power of attorney will be needed in case of existing joint ventures, companies and societies
- Certificate of Incorporation and Company Extract on companies.
- Completed and stamped (suppliers stamp) Certificate of Bonafide
- Completed Tender/Commitment Form

Tender Issuance and Submission
The issue date for this tender is 7th December 2020 and the closing date is 19th January 2021. Original documents of the tender responses are to be delivered to the tender box situated at Mohale’s Hoek Urban Council, NOT LATER THAN 10:00 A.M on the 19th January 2021. All tenders will be opened on the same date at 10:30 a.m. Sealed envelope/s or packaging bearing no identification of bidder MUST be clearly marked, SUPPLY, DELIVERY AND INSTALLATION OF CONCRETE WASTE BINS AND HEAVY DUTY REFUSE BAGS FOR MOHALES’ HOEK URBAN COUNCIL. Bids will be opened in the presence of bidders or representatives on the same day at Mohale’s Hoek Urban Council’s boardroom.
