1. Background
The Kingdom of Lesotho has received financing from the World Bank for the Lesotho Lowlands Water Development Project Phase II (LLWDP-II) and intends to apply part of the proceeds towards payments under the contract for the Supply, Delivery, and Commissioning of a Water Meter Test Bench for WASCO.
Payments will be processed using the Direct Payment disbursement method, as outlined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for payments stipulated in the contract to be made through a letter of credit.
2. Invitation for Bids
The Ministry of Natural Resources – Water – LLWDP II now invites sealed bids from eligible bidders for the Supply, Delivery, and Commissioning of a Water Meter Test Bench for WASCO.
Bidding will be conducted through International Competitive Procurement using Request for Quotations (RFQ), in accordance with the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing (Goods, Works, Non-Consulting, and Consulting Services, July 2016, revised November 2017, August 2018, November 2021, and July 2023). Bidding is open to all eligible bidders as defined in the Procurement Regulations.

4. Submission and Opening of Bids
- Deadline for Submission: Wednesday, April 16, 2025, at 12:00 noon (Lesotho Time)
- Submission Method: Physical delivery only (Electronic bids are not permitted)
- Bid Opening: Wednesday, April 16, 2025, at 12:00 noon (Lesotho Time)
- Venue: Public opening in the presence of bidders’ representatives and any interested parties.
- Late Bids: Will not be accepted.
5. Bid Security Requirement
All bids must be accompanied by a Bid Security of LSL 190,000.00 (One Hundred and Ninety Thousand Lesotho Loti) or its equivalent in a freely convertible currency, issued in the form of a Bank Guarantee.
6. Important Notice on Beneficial Ownership Disclosure
As required by the Procurement Regulations, the Borrower will disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
