Job Title: Supply Chain Officer

Location: Lesotho

Team: EPI Team

Contract type: 2 years with a possibility of extension

Reports to: EPI Manager and Supply Chain Manager

Role overview: The objective of this position is to support the Ministry of Health in planning, storing and deployment of vaccines, immunization supplies, managing cold chain equipment and processes required to ensure an effective and efficient immunization supply chain system in Lesotho.

Area of responsibilities:

  • Support cold chain logistics planning through coordination with EPI Team, key stakeholders and implementing partners.
  • Provide technical support on cold chain logistics arrangements, facilitating issue of cost-effective efficient customs clearance, inventory management and distribution of supplies and equipment.
  • Provide technical support to the safe storage of immunization supplies and equipment awaiting distribution country-wide.
  • Coordinate on a regular basis with EPI Team to ensure supplies and equipment are released to projects and to end users in a timely manner.
  • Provide guidance on the proper storage of vaccines and consumables at each level of supply chain and distribution based on the distribution plan.
  • Support maintenance/update of inventory of vaccines and consumables at central store. Assist in preparing, updating regularly and maintaining cold chain equipment inventory
  • Support MoH to implement Effective Vaccine Management (EVM) practices and support improvement of cold chain systems for vaccines at all levels. Ensure EVM assessment recommendations are implemented and monitor their implementation.
  • Facilitate regular maintenance of the cold chain equipment to ensure that all functional EPI centres are equipped with WHO Prequalified cold chain equipment
  • Support strengthening of the national logistics working groups and facilitate monthly Immunization Supply Chain meetings with national and district officers.
  • Based on the distribution strategy, map the potential fallback facilities in the country (especially at district level) with their respective cold chain storage (2-8C, -20C, -60/70C) and transportation capacity for vaccines and ancillary products. 
  • Manage dry storage and cold chain capacity and infrastructure needs at all levels with regards to the routine and other vaccines characteristics and fill the identified supply and logistics gaps, and make recommendations;
  • Provide technical inputs to the development/review of appropriate standard operating procedures (SOPs), protocols, or guidelines for collection and disposal of medical waste, both hazardous and non-hazardous, to the relevant stakeholders.
  • Help the EPI team identify/operationalize properly licensed waste management providers (especially for hazardous waste storage, transportation and disposal).
  • Support regular vaccine stock management and reporting mechanisms for national and districts.

Deliverables

  • Workplan with monitoring schedule, indicators and timeline for implementation and reporting
  • Monthly reports indicating technical support provided to partners
  • Monthly reports for capacity building related activities conducted and partnership created/strengthened
  • Monthly reports for field monitoring activities conducted

Requirements:

  • A University Degree in one or more of the following areas; Pharmacy, Health Sciences, Supply Chain Management, Cold Chain / Logistics or equivalent.
  • Minimum of two years of progressively responsible relevant work experience in Immunization, Logistics and Cold Chain management in a developing country is required.
  • Familiarity with emergency response is an asset.
  • Fluency in English and Sesotho is required.
