The Independent Electoral Commission (IEC) invites tenders from interested companies for the SUPPLY AND INSTALLATION OF SOFTWARES for ICT Equipment.
LOT 1 – Microsoft windows x 2
LOT 2 – Password Cracker x 2
LOT 3 – Toad for Oracle x 1
LOT 4 – Visual studio x 1
BIDDING DOCUMENT
Tender document is obtainable from Procurement Unit 2nd Floor at MGC Park during working hours from 09:00am to 16:00 hours. Bidders must purchase a copy of tender document at a NON-Refundable fee of M2 200.00 (Two Thousand, Two Hundred Maloti). The procedure for obtaining the Tender document is as follows: Payment of bid document must be made at 2nd floor MGC Park, Finance Department. The receipt issued must be taken to the office of Procurement where document will be issued.
EVALUATION CRITERIA
- Lead time
- Price
- Financial capabilities; – Current bank statement for three months and a letter from the bank as an assurance that the supplier will be financed for incapable suppliers.
- OR – Tenderers own current financial statements together with an audit opinion from a qualified independent Auditor.
- Specifications
- IEC is not bound to lowest price.
MANDATORY REQUIREMENTS
- The price should be VAT inclusive for suppliers who qualify to collect VAT (attach VAT registration certificate).
- Price should be quoted in Maloti currency.
- Attach valid and relevant Traders License/ Business Identity Card.
- Attach valid copy of Tax Clearance Certificate.
- Attach Share Certificate of shareholders from Registrar of companies (Not Company extract).
- The specifications should be written in full on the quotation.
- The bonafide certificate should be filled and signed by company’s authorized representative (failure will lead to rejection) and the total cost should be written on the certificate.
- Companies can bid for any or all the lots.
N.B
- Bidders are informed that 5% and 10% source tax will be deducted from payments for local and foreign companies respectively.
- Electronic bidding shall not be permitted.
- Payment will be done after delivery of goods.
- Unavailability of mandatory documents will lead to disqualification of the bid.
- Bidders are informed that IEC will not be a signatory to any Bank confirmation letter OR any letter from a Financial Institution with regards to payment terms.
Sealed bids bearing no identification of the suppliers should be deposited in the tender box at the IEC 2nd Floor MGC On or before 12:30pm Wednesday 13th Sep 2023 and will be opened on the same date at 14:30hours.
