INVITATION FOR BIDS (OCB)
Supply and Delivery of Stationery for Primary Schools in Lesotho (SSU)

1. Invitation
The Principal Secretary, Ministry of Education and Training, invites sealed bids from eligible and qualified bidders for the Supply and Delivery of Stationery for Primary Schools to the School Supply Unit (SSU) for the 2026/27 and 2027/28 financial years.
2. Items to Be Supplied

3. Bidding Documents
A complete set of Bidding Documents (in English) will be issued free of charge via email.
Bidders are required to register their email addresses at the Procurement Office located at the Education Facilities Unit (EFU) as detailed in section 6(1).
4. Qualification Requirements
Bidders must submit the following:
- Audited financial statements for the past two (2) years: 2024/25 and 2025/26
- Audited by a firm registered with Lesotho Institute of Accountants (LIA)
- Proof of LIA registration must be attached
- A letter from a bank confirming availability of a credit line of 70% of the bid price or more
- Letter must be recent (March, April, or May 2026)
5. Bid Submission
- Bids must be submitted in sealed envelopes, clearly marked:
“The Supply and Delivery of Stationery for Free Primary Education Schools in Lesotho – 2026/27–2027/28” - Envelopes must bear no external identification of the bidder
- Submission Deadline: 05 June 2026 at 10:00 hrs
- Bid Opening: 05 June 2026 at 10:30 hrs, in the presence of bidders or their representatives

6. Bid Security
- All bids must be accompanied by a bid security of M2,000.00 per lot
- Acceptable forms: Bank Cheque or Bank Guarantee
- Validity: 30 days beyond the bid validity period
7. Submission of Samples
- Non‑returnable samples must be submitted for all items bid for
- Samples must be delivered on 05 June 2026 at 14:00 hrs

8. Pre‑Bid Meeting
A mandatory pre‑bid meeting will be held as follows:
- Date: 13 May 2026
- Time: 10:00 hrs
- Venue: Address noted in section 6(1)
NB: Suppliers are strongly advised to attend.

Important Notes
- Bid Submission Form and Bid Security must be submitted separately for each item.
- Incomplete bids will be eliminated.
- Procurement shall be conducted in accordance with the Public Procurement Act, 2023 of the Government of Lesotho.
