INVITATION TO BIDDERS
BID NOTICE UNDER OPEN NATIONAL COMPETITIVE TENDERING
Supply and Delivery of Protective Clothing
Reference: MOFDP-PMU/PPE-2026
Background
- The Ministry of Finance and Development Planning – Project Management Unit has received funding from the Global Fund in the fight against HIV/AIDS and Tuberculosis in Lesotho to be used for the procurement of the supply and delivery of protective clothing.
- The Entity invites sealed bids from eligible bidders for the provision of the above supplies.
- Bidding will be conducted in accordance with the Open National Bidding method contained in the Public Procurement Act and is open to all eligible bidders.

- Interested eligible bidders may obtain further information and inspect the bidding documents at the address provided under Section 8(a), from 08:00 hrs to 17:00 hrs.

Bid Submission
- Bids must be delivered to the address provided under Section 8(c) on or before 9 September 2026 at 10:00 hrs.
- All bids must be accompanied by a Bid Securing Declaration.
- Bid Securing Declarations must be valid until 21 January 2027.
- Late bids shall be rejected.
- Bids will be opened in the presence of bidders’ representatives who choose to attend at the address provided under Section 8(d) at 10:15 hrs on 9 September 2026.

- There shall be no pre-bid meeting.

Mandatory Submission Requirements
- Tenderers must submit the following valid documents:
- Relevant valid Trader’s Licence.
- Valid Tax Clearance Certificate.
- VAT Registration Certificate.
- Shareholders’ Certificate and copies of shareholders’ passports.
- Company profile demonstrating relevant experience, including contact details of referees (email addresses and telephone numbers).
- Bid Securing Declaration.
- Power of Attorney.
