1. Project Background
The Kingdom of Lesotho has received financing from the World Bank toward the cost of the Public Sector Foundations for Service Delivery Project and intends to apply part of the proceeds toward payments under the contract for the Supply and Delivery of Office Furniture and Equipment for Lesotho Public Procurement Authority.
For this contract, the Borrower shall process payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for payments which the contract provides to be made through a Letter of Credit.
2. Invitation for Bids
The Ministry of Finance and Development Planning invites sealed bids from eligible bidders for the Supply and Delivery of Office Furniture and Equipment as detailed below.

4. Procurement Method
Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) and is open to all eligible bidders as defined in the Regulations.
5. Inspection and Clarifications
Interested bidders may obtain further information from the Ministry of Finance and Development Planning and inspect the bidding documents during office hours (09:00 – 16:00).

6. Bidding Document Purchase
The bidding document (in English) may be purchased upon submission of a written application and payment of a non‑refundable fee of M2,000.00.
- Payment Method: EFT
- Banking details to be obtained from the Project Coordinator’s Office, Finance House, 3rd Floor, Office No. 3040
- Receipt issued by the Financial Management Specialist
7. Collection of Documents
Bidding documents may be collected:
- In hard copy from the Procurement Specialist Office, Finance House, 2nd Floor, Office No. 2010, between 08:00 – 14:00,
OR - An electronic copy may be provided via email.
8. Submission of Bids
- Bids must be submitted in hard copy (1 original + 5 copies)
- Deadline: 12 May 2026 at 14:00 (SAST)
- Electronic bidding will not be permitted
- Late bids will be rejected
Bids will be publicly opened in the presence of bidders’ representatives and any interested attendees at the address below.
9. Bid Security
All bids must be accompanied by a Bid Security of M10,000.00 (Ten Thousand Maloti).
10. Beneficial Ownership Disclosure
Attention is drawn to the World Bank Procurement Regulations which require disclosure of Beneficial Ownership information of the successful bidder as part of the Contract Award Notice, using the prescribed Beneficial Ownership Disclosure Form included in the bidding document.
