1. Background

The Kingdom of Lesotho has received financing from the World Bank toward the cost of the Public Sector Foundations for Service Delivery Project and intends to apply part of the proceeds toward payments under the contract for the Supply and Delivery of Office Furniture and Equipment for Lesotho Public Procurement Authority.

For this contract, the Borrower shall process payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for payments made through a letter of credit, as provided for in the contract.


2. Scope of Supply

The Ministry of Finance and Development Planning now invites sealed bids from eligible bidders for the Supply and Delivery of Office Furniture and Equipment as detailed below:

3. Bidding Process

Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023). The process is open to all eligible bidders as defined in the Procurement Regulations.


4. Inspection and Further Information

Interested eligible bidders may obtain further information from the Ministry of Finance and Development Planning and inspect the bidding documents during office hours from 09:00 to 16:00 hours.

5. Purchase of Bidding Documents

The bidding document, in English, may be purchased upon submission of a written application and payment of a non‑refundable fee of M2,000.00.

  • Method of Payment: EFT
  • Banking details will be obtained from the Project Coordinator’s Office, Finance House, Third Floor, Office No. 3040
  • Payment will be receipted by the Financial Management Specialist

6. Collection of Bidding Documents

Documents may be collected in hard copy from:

Alternatively, an electronic copy may be shared via email.


7. Submission and Opening of Bids

  • Bids must be delivered in hard copy (1 original and 5 copies)
  • Electronic bidding will not be permitted
  • Bids must be submitted on or before 12 May 2026 at 14:00 hours (SAST)
  • Late bids will be rejected

Bids will be publicly opened in the presence of bidders’ representatives and any interested attendees at the address below.


8. Bid Security

All bids must be accompanied by a Bid Security of Ten Thousand Maloti (M10,000.00).


9. Beneficial Ownership Disclosure

Attention is drawn to the World Bank Procurement Regulations requiring disclosure of Beneficial Ownership information for the successful bidder as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
