1. Background
The Government of Lesotho has received financing from the International Fund for Agricultural Development (IFAD), Global Environment Facility (GEF), Food and Agriculture Organization (FAO), and OPEC Fund for International Development (OFID). A portion of this financing will be applied to the procurement of holistic land and livestock management equipment under the Regeneration of Landscapes and Livelihoods Project.
This project includes the rehabilitation of sixteen identified landscapes in Lesotho and the improvement of livelihoods in rural areas over a period of eight years.
2. Procurement Notice
This IFB follows the general procurement notice published in:
- Newsday newspaper on 25 April 2025
- Public Eye newspaper on 18 April 2025
- Mail & Guardian on 23 May 2025
3. Scope of Procurement
The purchaser invites sealed bids from eligible entities for the Supply and Delivery of Holistic Land and Livestock Management Equipment. Full details of the goods and related services are provided in the schedule of requirements in the bidding document.
4. Eligibility
This IFB is open to all eligible bidders. Subject to restrictions noted in the bidding document, eligible entities may associate with other bidders to enhance their capacity to successfully carry out the procurement.
5. Bidding Process
Bidding will be conducted using the National Competitive Bidding (NCB) method, as described in the bidding document and in accordance with the IFAD Procurement Handbook available at www.ifad.org/project-procurement. The process includes a review and verification of qualifications and past performance, including reference checks, prior to contract award.
6. Pre-Bid Conference
Please note that a pre-bid conference will not be held, as indicated in the Bid Data Sheet (BDS), Section III of the bidding document.

8. Bid Submission
Bids must be delivered to the address specified in the Bid Data Sheet – Instructions to Bidders 23.2 – no later than 10:00 local time on 29 September 2025.
9. Important Notes
- Late bids will not be accepted under any circumstances and will be returned unopened at the written request and cost of the bidder.
- All bids must be accompanied by a bid security or bid-securing declaration, as required and specified in the bidding document.
- Electronic bids will not be accepted.
