Supply and Delivery of Furniture for the Project for the Improvement of Secondary Schools

1. Background

The Government of Japan and the Government of the Kingdom of Lesotho (hereinafter called “the Recipient”) signed the Exchange of Notes on the 30th of October 2018 (hereinafter referred to as “the E/N”), concerning Japanese grant assistance for The Project for the Improvement of Secondary Schools in the Kingdom of Lesotho (hereinafter called “the Project”).

Based on the E/N, the Japan International Cooperation Agency (JICA) extended a grant of One Billion Eight Hundred and Sixty-four Million Japanese Yen (JPY 1,864,000,000) to the Recipient to contribute to the implementation of the Project in accordance with the Grant Agreement (G/A) signed on the 30th of October 2017 between JICA and the Recipient.

A portion of this grant will be allocated to eligible payments under the contract for Procurement of Furniture for the following secondary schools:

  • Abia High School (Maseru)
  • Mt. Royal High School (Leribe)
  • Motsekuoa High School (Mafeteng)
  • St. Catherine’s High School (Maseru)

2. Invitation for Bids

The Principal Secretary of the Ministry of Education and Training now invites sealed bids from eligible suppliers in the furniture and equipment sector for the Supply and Delivery of Furniture to the aforementioned secondary schools in 2025.

The required furniture includes:

  • Desks
  • Meeting tables
  • Chairs
  • Stools
  • Kitchen furniture
  • Cabinets
  • Beds
  • Steel lockers for teachers and students

3. Eligibility Criteria

The bidding process will follow the Public Procurement Act 2023 as enacted by the Government of Lesotho and is open to all eligible bidders as defined in the bidding documents.

5. Bidding Documents

A complete set of bidding documents in English is available for a non-refundable fee of Two Thousand Maloti (LSL 2,000.00). Payment should be made at the Accounts Office, Ministry of Education Headquarters, and the receipt must be presented at the Procurement Unit.

Tender documents will be issued upon presentation of the Government Receipt during office hours (09:00 a.m. – 3:30 p.m.).

6. Collection Date for Bidding Documents

The bidding documents will be ready for collection on Thursday, 27th March 2025.

7. Submission of Bids

Bids must be submitted to the address provided in Clause 9 on or before Friday, 11th April 2025, at 10:00 a.m.

Note: This supersedes the incorrect submission deadline published in Lesotho Times, Issue 48 on Thursday, 27th March 2025, which stated a deadline of Friday, 28th March 2025.

  • Late bids will not be accepted.
  • Electronic bidding is not permitted.
  • All bids must be accompanied by a Bid Security of Fifty Thousand Maloti (LSL 50,000.00) in the form of a Bank Guarantee, valid for thirty (30) days beyond the validity of the bid.

8. Mandatory Submission Documents

Bidders must submit the following valid documents:

  • Valid Tax Clearance Certificate
  • Valid Trader’s Licence
  • Certificate of Bona Fide Bidding

Note: These documents (especially Tax Clearance and Trader’s Licence) must be originals or certified copies obtained from the source (e.g., Revenue Services Lesotho (RSL) and Trade Department). Non-compliance may result in bid disqualification.

9. Qualification Requirements

To qualify for award consideration, bidders must meet the following criteria:

  • A minimum average annual turnover of Five Million Maloti (LSL 5,000,000) over the last three years.
  • At least three years of experience in similar contracts with a minimum total value of Three Million Maloti (LSL 3,000,000) across three contracts.
  • Proof of financial capacity, demonstrating capital or lines of credit covering at least 50% of the bid amount.

10. Pre-Bid Meeting

A non-compulsory pre-bid meeting will be held on:

  • Date: Thursday, 6th March 2025
  • Time: 10:00 a.m.
  • Venue: Meeting Room, Procurement Unit

11. Bid Opening

Bids will be opened in the presence of bidders’ representatives who choose to attend:

  • Date: Friday, 11th April 2025
  • Time: 10:30 a.m.
  • Venue: Room 404, Ministry of Education and Training Headquarters, Constitution Road, Maseru
