Tender Title: Supply and Delivery of Food Stuffs and Food Commodities
Contract Duration: Three (3) Months
Delivery Location: NSS – Mphorosane Training Academy, Leribe
1. Background
The Government of Lesotho – National Security Service intends to utilize its 2025/2026 recurrent budget for the procurement of food stuffs and food commodities as per the attached schedule of requirements.
2. Invitation
The Principal Secretary for National Security Service invites sealed and clearly labelled bids from eligible bidders for the supply and delivery of food stuffs and food commodities for a period of three (3) months.
3. Youth Participation
This tender is open to youth participants in accordance with the Lesotho Government Gazette No. 57 of 7th July 2025 and the Government policy statement by the Right Honourable Prime Minister. Youth bidders must submit certified copies of their national IDs along with their bids.
4. Eligibility
- Both newly registered and existing companies are eligible to tender.
- No prior business experience is required.

6. Qualification Requirements
Bidders must submit the following valid and relevant documents:
- Trader’s License
- Tax Clearance Certificate
- VAT Certificate
- Certificate of Bona Fide Bidding
- Certified copies of national IDs of all shareholders
Documents must be originals or certified copies by the Revenue Services Lesotho and the Trade Department. Non-compliance may result in disqualification.
7. Submission Deadline
Bids must be delivered to the address below on or before Wednesday, 08 October 2025 at 10:00 HRS.
Late bids will be rejected.
8. Evaluation and Award Criteria
- Margin of domestic preference will apply as per the Public Procurement Act 2023, Section 78.
- Bidders must quote for all items in the schedule of requirements.
- The most substantially responsive bidder will be awarded the tender.
- If the awarded bidder defaults, the second most responsive bidder will be contracted.
- The tender is divided into three lots (Lot 1, Lot 2, Lot 3).
- Bidders may quote for all lots, but no bidder will be awarded more than one lot.
- Delivery schedule must be provided.

Bids will be opened in the presence of bidders or their representatives who choose to attend:
