INVITATION TO BID

“THE SUPPLY AND DELIVERY OF CARTRIDGES FOR THE MINISTRY OF TRADE, INDUSTRY, BUSINESS DEVELOPMENT & TOURISM”

TENDER NUMBER: MTI/001/2023/2024

The Ministry of Trade, Industry, Business Development and Tourism invites tenders from competent and registered companies to supply and deliver cartridges (ORIGINALS only) for the Ministry. More details will be provided on the Terms of Reference in the tender document. MANDATORY REQUIREMENTS

  1. Valid Tax Clearance certificate
  2. Certified (at source) copy of Trader’s licence
  3. Audited financial statements for the last two years (2020/2021 & 2021/2022).
  4. Include VAT in tender price.
  5. VAT Certificate

The tender shall furnish documentary evidence that it meets the following financial and technical requirements:

  1. Technical capacity and Experience
    1. The Tenderer should have executed similar contracts in the last 5 years which exceeded M100 000 with appropriate reference from the clients.
    1. Business experience of not less than five (5) years in operation or supplying similar type of goods for which invitation to tender was issued.
    1. Financial Capacity
      1. Audited financial statements for the last two years (2020/2021& 2021/2022).
      1. Credit line of M150,000.00 from a financial institution(strictly from the bank). Tender documents must be accompanied by a Bid Security of Twenty Thousand Maloti only(M20 000.00) in the form of bank guaranteed confirmation letter from the bank addressed to The Ministry of Trade, Industry, Business Development & Tourism which must be attached.

SUBMISSION AND DEADLINE

Applicants will be selected in accordance with the procedures set out in the Public Procurement Act, 2023. Bidding documents will be obtainable from Monday 16th October 2023 at Procurement Office during working hours from 09:00hrs to 16:00hrs at Ministry of Trade, Old LNDC, Shoprite Building, 2nd floor, Kingsway Road, Maseru. Bidders must purchase a tender document at a non-refundable fee of M2000.00. Payment of the tender document must be made in Accounts office, 1stfloor. The proof of payment/receipt issued must be taken to the office of Procurement where tender document will be collected.

Technical and financial proposals shall be separately delivered in the Tender Box.

Sealed tenders enclosed in envelopes, original(1) and four(4) copies, bearing no identification of the Bidder and marked as follows; “Supply and Delivery of Cartridges for the Ministry of Trade, Industry, Business Development and Tourism’’ must be hand delivered to the Ministry of Trade situated at old LNDC Shoprite Building, 2nd floor, Kingsway Road, Maseru. Tender box closes at 1200hrs on 14th November 2023. The tenders will be opened on the same day, 14th November 2023 at 14:30pm. Late TENDERS will be rejected. No electronic copies will be permitted. Proposals will be opened physically in the presence of the Bidders or their Representatives who chose to attend in person.
