1. Financing and Scope
The Government of Lesotho has received financing from the African Development Bank toward the cost of the Lesotho Tax Modernization Project Supplementary Financing. Part of the proceeds will be applied to payments under the contract for the Supply and Delivery of HPE Servers and SAN Storage (Pure Storage).
Payments will be processed using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.
2. Invitation to Bid
Revenue Services Lesotho invites sealed bids from eligible bidders for the Supply and Delivery of HPE Servers and SAN Storage by 21st November 2025. Delivery of goods must be made to:
Government Complex, Finance House Headquarters, Maseru, Lesotho
Delivery Timeline: Within 50 days from contract signature.
3. Procurement Method
Bidding will be conducted through the Open Competitive Bidding National (OCBN) method, as specified in the Bank’s Procurement Framework (October 14, 2015), and is open to all eligible bidders as defined therein.

5. Purchase of Bidding Document
The bidding document (in English) may be purchased upon:
- Submission of a written application
- Payment of a non-refundable fee of M1,500 (One Thousand Five Hundred Maloti Only)
- Payment Method: Direct deposit to RSL Nedbank Account 21000027658, Maseru Branch
Upon confirmation of payment, the bidding document will be provided electronically via email.
6. Bid Submission and Opening
- Deadline for Submission: 21st November 2025 at 12:00hrs
- Location: MGC Office Park, Level 2, Boardroom
- Late Bids: Will be rejected
- Bid Opening: Publicly at 12:05hrs on the same day and location
- Bid Security: USD 5,000.00 or equivalent currency
