1. Financing and Disbursement
The Government of Lesotho has received financing from the African Development Bank (hereinafter “the Bank”) toward the cost of the Lesotho Tax Modernization Project, and intends to apply part of the proceeds toward payments under the contract for Supply and Configuration of Web Application Firewall (WAF) Tool. Payments will be processed using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.
2. Scope of Bid
Revenue Services Lesotho now invites sealed bids from eligible bidders for the delivery, supply, and configuration of the Web Application Firewall (WAF) Tool by 1st August 2025. The WAF Appliance is to be delivered at:
Government Complex, Finance House Headquarters, Maseru, Lesotho
within 50 days of contract signing.
3. Procurement Method
Bidding will be conducted through the Open Competitive Bidding International (OCBI) method, as specified in the Bank’s Procurement Framework of October 14, 2015, and is open to all eligible bidders as defined therein.

5. Purchase of Bidding Documents
The bidding document (in English) may be purchased upon submission of a written application and payment of a non-refundable fee of M1,500.00 (One Thousand Five Hundred Maloti only).

6. Submission of Bids
Bids must be delivered to the address below on or before 1st August 2025.

Note:
- Electronic bidding will not be permitted.
- Late bids will be rejected.
- Bids will be publicly opened in the presence of bidders’ designated representatives at the address above on 1st August 2025.
7. Bid Security
All bids must be accompanied by a Bid Security of USD 5,000.00.
8. Beneficial Ownership Disclosure
Attention is drawn to the Procurement Framework, which requires disclosure of the successful bidder’s beneficial ownership. The Beneficial Ownership Disclosure Form is included in the bidding documents and must be completed.
