National Information System for Social Assistance (NISSA) Update
The Ministry of Gender, Youth, and Social Development, under the World Bank–funded Pathways to Sustainable Livelihoods Project (PSLP), is implementing the National Information System for Social Assistance (NISSA) Update. This assignment will be carried out by Translantic Development Limited (TDL), responsible for data collection across eight districts in Lesotho (Berea, Butha-Buthe, Leribe, Mafeteng, Maseru, Mohale’s Hoek, Mokhotlong, and Thaba-Tseka). The main aim is to update household data in the NISSA database through established procedures – including community mobilisation, Community-Based Targeting (CBT), and door-to-door household surveys. To achieve this, TDL is seeking the services of 20 Supervisors and 100 Enumerators for a short-term period of three (3) months.
1. Supervisors
Supervisors will primarily oversee data accuracy and completeness, ensuring quality control on collected data. Their responsibilities include:
▪ Attending and participating in training sessions and pilot testing of data collection tools. ▪ Supervising Enumerators and ensuring daily targets are met.
▪ Conducting spot and post-collection checks to uphold data quality.
▪ Verifying the accuracy and completeness of data daily.
▪ Maintaining high data quality standards at all times.
▪ Managing logistics and equipment, ensuring their safe use.
▪ Collaborating with the Field Manager to meet project objectives.
Requirements:
▪ Bachelor’s Degree in Social Sciences, Statistics, Economics, or a related field. ▪ At least two years’ experience in quantitative and qualitative data collection and management.
▪ Proven experience with digital data collection tools such as SurveyCTO, Survey123, KoboTool, or similar ODK platforms is a MUST.
▪ Previous experience supervising similar data collection tasks.
▪ Knowledge of field data collection procedures and protocols.
▪ Ability to perform under pressure and meet deadlines.
▪ Good communication skills.
▪ Fluent in English and Sesotho.
2. Enumerators
Enumerators will be responsible for conducting door-to-door household surveys, ensuring data integrity, and achieving daily targets. Their responsibilities include:
▪ Participating in training sessions and pre-testing data collection tools.
▪ Conducting door-to-door surveys and meeting daily targets.
▪ Performing data checks to guarantee quality and accuracy.
▪ Keeping records of incomplete, deferred, or partial interviews.
▪ Safeguarding and properly handling tablets and reporting any issues.
▪ Providing daily updates on progress and challenges.
▪ Following interview guidelines and procedures.
Requirements:
▪ A minimum of a Diploma or Higher Diploma in Social Sciences, Statistics, Economics, or related fields.
▪ Experience with digital data collection platforms such as SurveyCTO, Survey123, KoboTool, or similar ODK systems.
▪ Skilled in face-to-face interviews.
▪ Able to walk long distances to reach respondents.
▪ Capable of working under pressure and adhering to deadlines.
▪ Good communication skills.
▪ Fluent in English and Sesotho.
