Teams across Human Rights Watch (HRW) are regularly assessing how to design effective influencing strategies amidst ever-changing geopolitical contexts and increasing backlash against the promotion and advancement of human rights in many parts of the world. The Chief Programs Office is seeking an experienced, effective Strategy Design Specialist who can build on existing pilots and the work underway in HRW divisions to help guide strategy design related to global thematic issues, regional and/or national priorities, and in establishing short to medium-term strategies within crisis or rapid response situations.

The Strategy Design Specialist will be able to move across topics depending on need and will have three areas of responsibility: to work closely with teams to guide project or wider-divisional strategy design and adaptation in specific areas; to upskill colleagues in the core components of strategy design and theory of change development by implementing a learning approach and  advancing a strategy skills-building program for HRW; and to support HRW as it designs a new cross-Program global strategy by facilitating cross-team analysis of strategic issues.

This is a fixed-term, full-time position for one year. This position will report to the Special Advisor, Global Strategy Development, based in Austria and work closely with the Program Director based in Palestine. Candidates with experience working in the global south are strongly encouraged to apply.

Due to COVID-19, many of our global offices are operating in reduced capacities. The successful candidate may be required to work remotely initially or if local requirements mandate it. We recognize that this moment, during the pandemic, is a uniquely difficult time for most people, particularly those with caregiving responsibilities, and we aim to be as flexible and supportive as possible in both the recruitment for and onboarding of this position.

RESPONSIBILITIES:

1. Work closely with teams to guide the design of coherent, impact-focused project or program strategies;

2. Offer strategic, actionable advice on specific challenges or opportunities within existing strategies through regular office hours or other interactions;

3. Support development of HRW’s new global strategy by co-facilitating phases of the strategy design process;

4. Facilitate strategic connection across a diverse set of teams and help identify areas where teams can work together to advance shared goals and objectives;

5. Advance meaningful collaboration across teams and functions through holistic theory of change design, drawing on communications, advocacy, legal and development expertise;

6. Facilitate strategic analysis of emerging threats and opportunities with internal and external stakeholders;

7. Support teams to meaningfully incorporate concepts of diversity, equity and inclusion into their strategies and to embed this approach in HRW’s externally facing work;

8. Implement a coaching approach to strategy support, upskilling teams on core concepts of strategic planning by ‘learning through doing’;

9. Innovate and guide teams to design inventive influencing strategies by encouraging new ways of working, including in the identification of targets, potential allies and partners;

10. Further develop a skills-building program based on core concepts of human rights strategy development and theory of change design to support capacity building across teams;

11. Provide training to teams through capacity building workshops and other opportunities; and

12. Carry out other duties as required.

QUALIFICATIONS:

We are eager to hear from candidates who can perform the essential functions of this role even if they do not meet all of our desired qualifications – particularly if they are from backgrounds underrepresented in this sector.

Education: A bachelor’s degree or an equivalent level of work experience in politics, law, communications or other related areas of expertise is required.

Experience: A minimum of five years of experience directly related to strategy design and implementation in the human rights or development sector is essential, with additional years of experience beneficial. Experience in global settings, and particularly in the global south, is highly advantageous.

Related Skills and Knowledge: 

1. Demonstratable experience in complex strategy design, particularly in developing strategies that have led-to measurable longer-term impact is required.

2. Detailed understanding of core concepts of strategy design including theory of change development, horizon scanning, added value analysis, power mapping, partnership mapping, monitoring, evaluation, and learning, etc. is required.

3. Well-rounded understanding of human rights legal frameworks is preferred.

4. Direct experience in advocacy and/or campaigning is highly advantageous.

5. Astute analytical skills are required. Comfort guiding assessment of complex human rights challenges and working across a diverse range of issues as required.

6. Experience in the design of global program strategies through the integration of thematic and regional lines of analysis is preferred.

7. Keen ability to advance collaboration, and to guide groups toward agreement on shared objectives and ways forwards is required.

8. Expert facilitation skills – both physical and virtual – and in multi-cultural and geographically dispersed settings, enabling inclusion across diverse groups of stakeholders is required.

9. Ability to assess capacities and to tailor support, training and skills strengthening to audiences accordingly and with patience is required.

10. Experience in shaping capacity building programs and promoting creative problem solving and methodologies for application of learnings is preferred.

Salary and Benefits: HRW seeks exceptional applicants and offers comprehensive compensation and benefits. If based in the United States, the salary range for this position will be USD 77,000-85,000. Salary ranges outside of the United States vary based on location.
