Job Description

The SI Lead will optimize the Strategic Information (SI) function within the Department of Programmes and Technical Support (DPTS), ensuring timely delivery of high-quality outputs for routine Programme Performance Management and Donor Reporting for the EPIC project. This role manages the EPIC SI team, oversees SI projects, and ensures technical excellence across all SI processes.


Key Performance Areas

Routine SI Management

• Lead development and implementation of SI systems across m2m-supported countries
• Manage Project BIO Rapid Response and IBIF routine SI system
• Oversee donor reporting and support in-country SI teams
• Develop SI guidance, SOPs, tools, and materials
• Ensure compliance with USAID reporting requirements

Quality Assurance & Improvement

• Ensure technical quality of SI processes and outputs
• Implement data quality audit systems
• Support recruitment and capacity building of SI staff

Capacity Building

• Lead training and mentorship for SI staff across country teams
• Develop training materials and conduct workshops
• Support development of responsive M&E plans

Representation & Stakeholder Engagement

• Represent m2m in internal and external forums
• Collaborate with stakeholders and communicate effectively with management


Qualifications & Experience

• Postgraduate Diploma in Public Health or related field (Master’s preferred)
• Minimum 5 years’ experience managing SI teams in HIV/PMTCT/AGYW programmes
• Proven track record in multi-country SI system development and donor reporting
• Experience in competitive bidding and fundraising processes
• Familiarity with USAID frameworks and reporting requirements
• Experience in staff management and performance planning

• Strong leadership, coordination, and interpersonal skills
• Ability to manage and mentor high-performing teams
• Strong analytical and data interpretation skills
• Proficiency in STATA, DHIS2, Access, and Tableau
• Excellent written and verbal communication skills
• Ability to work independently and meet deadlines in a fast-paced environment
