STRATEGIC INFORMATION, COMMUNICATIONS & ADVOCACY MANAGER

Reporting to the Deputy Chief Executive, the Strategic Information, Communications & Advocacy Manager’s role shall be to facilitate coordination and management of strategic information and knowledge related to the National HIV and AIDS Response and to support effective and efficient information dissemination, advocacy and communication with Stakeholders on current and emerging HIV and AIDS issues. In addition, to coordinate the operationalization of the National HIV and AIDS Advocacy and Communication Strategy

The incumbent’s responsibilities include, but are not limited to:

  • Ensure availability of up to date and precise strategy to inform high impact interventions of HIV and AIDS 
  • Develop and disseminate policy and programme briefs to Stakeholders, including press releases on current and emerging strategic issues articulating Government’s position and in the context of best practices
  • Formulate and ensure effective and efficient Monitoring & Evaluation (M&E) and research interventions necessary for combating HIV and AIDS.
  • Facilitate and coordinate the development, management and implementation of the National M&E plan.
  • Advocate for the harmonisation of the M&E systems, data collection tools, and in particular of indicators at National Level.
  • Create a repository of all research work on HIV and AIDS and related issues in Lesotho.
  • Ensure that all official Government’s, Stakeholders and Development Partners’ reports on HIV and AIDS are collected and or deposited.
  • Ensure availability of up to date and precise strategic database to inform all activities of strategic planning necessary in HIV and AIDS interventions.
  • Coordinate the National, Regional and International Reports on commitments on HIV & AIDS, and SDGs.

Qualifications and Experience:

  1. A Master’s Degree in Information Science /Management, /Communications Science Or Equivalent
  2. Five years’ work experience at a Managerial level and three of which in a HIV & AIDS Environment

Technical experience

  • Extensive and verifiable experience in Policy formulation, Programme Planning and Programming,
  • Experience in Results Based Management Practices, Investment Framework, Human Rights approaches to programming
  •  Verifiable experience in Development Partners Programming Frameworks and Approaches, 
  • Familiarity with the current and emerging Global Agenda and trends in HIV/AIDS Response, including the implications on Sustainable Development Goals.

COMPETENCIES

  • Ability to interface at all demographic and academic levels
  • Ability to communicate, collect information, converts collected information into strategy.
  • Ability to disseminate approved information at all levels of society and stakeholders
